Address - 8104 Commercial Street, La Mesa, CA 91944 5 Tools Athletics Project Description 5 Tool Athletics is requesting approval of a Conditional Use Permit to locate at 2245 Camino Vida Roble (Suites 104 and 105) which is within the PM Zone. Athletic Clubs are permitted in the PM zone subject to Planning Commission approval of a Conditional Use Permit. Overview Competitive sports and club teams continue to grow in San Diego County. With the number of club teams increasing, there is an increase in the numbers of competitive players. This growth is due to the desire to increase players' ability to successfully compete in their chosen sport at higher levels of play. These players are demanding further training beyond the normal team practice sessions. Therefore, 5 Tool Athletics is a premier training facility that caters to baseball players ranging in age from 5 to 18 years old. The facility will provide one-on-one and team training that covers many of the needs for young baseball players. The Project Location and Use The facility is proposed to be located at 2245 Camino Vida Roble in Suite 104/105. The suite currently has 8,900 square feet of warehouse and 1,672 square feet of office space. The proposed facility will utilize the entire 8,900 square feet warehouse area for training purposes and keeping the office area to be used for reception of players, team conference room, management office space and restroom facilities. The warehouse area will be utilized as a training area complete with five batting cages, two pitching lanes, and 1,000 square feet for fitness and weight training. The entire warehouse floor area will be covered with either artificial turf and/or impact absorbing material. The batting cages and pitching lanes will be separate from the other areas by utilizing various nets and chain link fencing. All batting cages, pitching lanes and fitness training areas will be supervised by highly qualified instructors to ensure that proper technique and safety measures are maintained. The facility has a maximum capacity to work with approximately 50 players at one time. The training instructors will work with players either one-on-one or up to eight (8) players at a time. The ratio of the number of players to an instructor depends on the training that is desired. Training sessions can be tailored to fit the needs of each player or group of players. Typical ratios of players to instructors are as follows: Pitching-4:1 Batting-4:1 Fitness-8:1 Operating Hours The normal hours of operation will be 3:00 pm - 9:00 pm Monday-Friday and 9:00 am - 2:00 pm Saturday and Sunday. The facility will consider alternative times upon request of a player or a team. The peak hours of operation are between 5:00 pm and 8:00 pm Monday-Thursday. Parking Adequate parking is provided at this location forthe training facility. There are currently 189 parking spaces at the complex. The proposed training facility will require 53 spaces (1 space / 200 sq.ft.) based on the parking requirements contained in section 21.44.020 - Table A of the Carlsbad Zoning Ordinance. The other uses in the complex include a toy distribution business, a warehouse for fine wines, an electrical supply company and a business specializing in boating research and development. Based on these uses and the overall building square footage, the current demand is 143 thus leaving 46 excess spaces available. In addition to exceeding the parking requirements, the peak time for the use will be between 5:00 pm and 8:00 pm when the other businesses will be closed. Traffic Traffic demand is estimated to be 390 ADT. This is based on about 8,900 square feet of training area at 40 trips per 1,000 square feet (356 ADT) plus 1,672 square feet of office space at 20 trips per 1,000 square feet (34 ADT) which equals 390 ADT. Noise Noise will be minimal. Unlike typical health clubs with the high intensity workout classes, there will be no loud booming music to "pump up" the players. All activities will be held indoors. The walls between the suites are concrete, thereby significantly reducing noise impacts on adjacent users. Additionally, the suite to the west ofthe proposed training facility is being used for warehouse purposes. Safety The players visiting the facility will be under constant supervision. Players under 16 will only be released to their parent/guardian or team coach. In addition to being highly qualified, all instructors must pass a background check similar to the requirements for coaches in most youth organizations. Safety for the players is a primary goal. Regarding surrounding land uses, the applicant's representative has contacted the Carlsbad Fire Department and provided the location and description ofthe use. The Fire Department did not feel that this use at this location would result in placing people in an unsafe area. McClellan-Palomar Airport Land Use Compatibility Plan The property owner at this site is requesting that land uses on this site be based on the uses permitted by the approved March 4, 2010 McClellan-Palomar Airport Land Use Plan. In accordance with the 2010 CLUP, this site is located in Compatibility Zone 6 which places no restrictions on land uses other than large outdoor stadiums and would allow all land uses permitted by right or subject to approval of a Conditional Use Permit in the PM Zone. About the Owner Mr. Erik Castro is the owner and one ofthe trainers to be associated with this training facility. He has been a baseball player for most of his life. He is a graduate of Fallbrook High School where he earned four varsity letters as a baseball player. As a senior, he was named to the Cal-Hi Sports all-state team, was a first team All-Avocado League selection and league player ofthe year. A fee has been established and published in the Fee Schedule to be paid at building permit issuance to meet that goal. Bridge & Thoroughfare Fee: The purpose of this fee is to provide fees as a condition of approval of a final map, parcel map or as a condition of issuing a building permit for the purpose of defraying the actual or estimated costs of constructing bridges or major thoroughfares pursuant to Section 66484 of the Subdivision Map Act. Building Permit: Building permit fees for building construction projects are collected to cover the costs of permit applications, the issuance of the permits, and required onsite inspections. Community Facilities District (CFD) Fee: A Community Facilities District may be used to fund, through debt financing or available cash balances, a wide variety of public facilities. The philosophy in Carlsbad is that this CFD should be used to finance facilities that are city-wflde in both obligation and benefit. The CFD is not intended to relieve any developer of the private obligation to provide funding for infrastructure improvements related to development. The facilities financed by the CFD would have eventually been funded under the existing fee programs, however, the timing of these improvements generally would have been later than can be accomplished with the CFD. Because CFD taxes fund a portion of the City's current fee programs, a property wnthin the CFD will pay reduced development fees. Drainage Fee: Prior to filing of any final map or parcel map, the subdivider shall pay or cause to be paid any fees for defraying the actual or estimated costs of constructing planned drainage facilities for the removal of surface and storm waters from local or neighborhood drainage areas or sanitary sewer facilities for local sanitary sewer areas established pursuant to Section 66483 of the Subdivision Map Act. Payment of the fees for planned local drainage facilities shall conform with the requirements of Chapter 15.08 ofthe Municipal code and shall be paid prior to filing of the final or parcel map or issuance of building permits, v^rhichever occurs first. Electrical Fee: Per the Carlsbad Municipal Code, the number of affected electrical items increases the fees charged within the building permit. Green Buiiding Fee: A fee to support development, adoption, publication, updating, and education efforts associated with green building standards as directed by the State of California Building Standards Commission. Habitat Management Plan (HIVIP) Fee: The HMP was adopted v^th the purpose of preserving sensitive habitat located throughout the City. Development of vacant underdeveloped property may incur a fee to offset the cost of acquisition and preservation of the habitat. The requirement to pay the fee and the amount of the fee is determined by the existing condition of the property (developed or undeveloped) and the type of vegetation found on the property. Local Facilities IVIanagement Zone Fee (LFMZ): A local facilities management fee is established to pay for improvements or management plan which are related to new development viflthin the zone and are not othenMse financed by any other fee, charge or tax on development, or are not installed by a developer as a condition of a building permit or development permit facilities identified in a local facilities Mechanical Fee: Per the Carlsbad Municipal Code, the number of affected mechanical items increases the fees charged w/ithin the building permit. These fees cover the additional inspection time required to verify compliance vAth current building and municipal codes. Meter Fee (Irr.) Size: Cost of meter for irrigation. Park in Lieu Fee: As a condition of approval of a final map or parcel map, the subdivider shall dedicate land, pay a fee in lieu thereof, or both, at the option of the city, for park or recreational purposes at the time and according to the standards and formula contained in this chapter. Plan Check Fee: The process by which the application, plans and specifications filed by an applicant for a permit are reviewed by the Building Official or his authorized representative to demonstrate conformance with current State and Municipal building codes. Plumbing Fee: Per the Carlsbad Municipal Code, the number of affected plumbing items increases the fees charged within the building permit. These fees cover the additional inspection time required to verify compliance with current building and municipal codes. Pubiic Facilities Fee: The continued development of the city, with the consequent increase in population and in the use of public facilities, has imposed increased requirements for such facilities, including but not limited to parks, major streets, traffic signals, storm drains, bridges and public buildings (such as fire stations, police facilities, maintenance facilities, libraries and general offices). The necessity for such facilities results from new construction. Residential Fire Sprinklers: With the adoption of the California 2010 Residential Building Code, fire sprinklers became mandatory in all new single family or duplex homes. This fee covers the plan review and site inspection of the installed fire sprinklers. Sewer Benefit Fee: Concurrently with the issuance of a valid building permit for a new structure or vAVr\ the issuance of a move-on permit for a mobile home, upon application and payment of the required fees, a sewer permit may be issued by the utilities director authorizing connection of the structure for which the building permit has been issued or the mobile home for which the move-on permit has been issued to the sewer system. A sewer permit shall be required for any structure which is altered, remodeled or expanded where such alteration, remodeling or expansion results in an increase in the equivalent dwelling units of sewage generated from such structure. At the time of issuance of a valid building permit or plumbing permit for such alteration, remodeling or expansion, upon application and payment of the required fee, a sewer permit may be issued by the utilities director, authorizing the connection of the structure for which the building permit has been issued to the sewer system. If the structure being altered, remodeled or expanded is already connected to the city sewer system, and a new connection is not required, the sewer permit shall authorize the use ofthe sewer system by the altered, remodeled or expanded structure. Sewer Connection Fee: Permits for the connection of an existing structure to the sewer system may be issued by the utilities director at any time upon proper application. Every sewer permit issued pursuant to this subsection shall expire by limitation and become null and void if work on the connection authorized by such permit is not completed within one hundred twenty days from the date of issuance of such permit. storm Water Permit Fee: This fee funds the review and enforcement of measures to prevent the introduction of materials and soil into the storm water system during the construction process. Strong Motion Fee: Assists in the funding of seismic research and instrumentation as directed by the State of California, Resources Agency, Department of Conservation, Division of Mines and Geology. Traffic Impact Fee: This imposes a fee to pay for various traffic circulation improvements within the city. The amount of the fee is based on a traffic engineering analysis and has been calculated to be equal to or less than the cost of the circulation improvements. Village Parking Fee: On a case-by-case basis, development vTithin the Village Review Area may satisfy all or a portion of the associated parking space demand through the payment of an in-lieu fee. The purpose ofthis document is to safeguard property and public welfare by regulating and reviewing the design, construction, quality of materials, use and occupancy, location, and maintenance of all buildings and structures. The standards used in this document represent model national standards. Crime Prevention through Environmental Design The proper design and effective use ofthe built environment can lead to a reduction in the fear and incidence of crime and an improvement in the quality of life. The proper design influences this by positively affecting human behavior. The design includes the physical environment, the planned behavior of people, the productive use of space and an effective crime/loss prevention program. Natural Surveillance 1. Design the placement of person and or activities to maximize surveillance possibilities. 2. Design lighting that provides for appropriate nighttime illumination of parking lots, walkways, entrances and exits. Natural Access Control 1. Use sidewalks, pavement, lighting and landscaping to clearly guide the public to and from entrances and exits. 2. Use fences, walls or landscaping to prevent and or discourage public access to or from dark and or unmonitored areas. Provisions for territorial reinforcement 1. Use pavement treatments, landscaping, art, signage, screening and fences to define and outline ownership or property. Maintenance 1. Use low-maintenance landscaping and lighting treatment to facilitate the principles of natural surveillance, natural access control and territorial reinforcement. Lighting 1. All types of exterior doors should be illuminated during the hours of darkness, with a minimum maintained one (1) foot-candle of light, measured within a five-foot radius on each side of the door at ground level. 2. The parking and drive surface lighting should have a rated average bulb life of not less than 10,000 hours. 6. Accessible luminaries should have vandal resistant light fixtures and be not less than three feet in height from ground level when used to illuminate walkways and a minimum of eight feet in height from ground level when illuminating surfaces associated with vehicles. Light fixtures should be deemed accessible if mounted within fifteen feet vertically or six feet horizontally from any accessible surface or any adjoining roof, balcony, landing, treads, platform or similar structure. Landscaping 1. The basic landscaping theme should consist of low ground cover with a maximum height of 2 feet and canopy trees with a minimum lower canopy of 6 feet. 2. Overhead light poles should not be placed in an area planted with shade trees or other canopy producing species. Only basic ground cover, including but not limited to hedges and shrubs, should be used. 3. Use security landscaping in areas to deter loitering or entrance where pedestrians are not wanted. Addressing 1. Numerals should be located where they are clearly visible from the street on which they are addressed. They should be of a color contrasting to the background to which they are affixed. 2. Numerals should be no less than six inches in height, if located less than 100 feet from the centerline of the addressed street or 12 inches in height if placed further than 100 feet from the centerline of the addressed street. 3. The numerals should be illuminated during the hours of darkness. 4. The rear doors of all building should have address numbers not less than six inches in height and be of a color contrasting to the background to which they are affixed. Doors 1. Use hollow steel doors that are a minimum sixteen (16) U.S. gauge and have sufficient reinforcement to maintain the designed thickness of the door when any locking device is installed. 2. Use only glass doors with fully tempered glass or rated burglary resistant glazing. Protect all exterior doors with security hardware. 3. Equip all doors with a latch cover constructed of steel. Ensure the latch cover is a minimum of .125 inch thick. Attach the latch cover to the outside by welding or with non-removable bolts spaced apart on not more than ten-inch centers. 4. Construct the jamb of all aluminum frame-swinging doors to withstand 1600 pounds of pressure in both a vertical distance of three inches and horizontal distance of one inch each side ofthe strike, to prevent violation ofthe strike. 5. Equip rear doors used for shipping and receiving and employee entrances with a viewer. 6. Equip a single or double door with a double cylinder deadbolt with a bolt projection exceeding one inch or a hook-shaped or expanding deadbolt that engages the strike sufficiently to prevent spreading. The deadbolt lock shall have a minimum of five-pin tumblers and a cylinder guard. Windows 1. Equip movable windows with security hardware and burglar resistant glazing. 2. Cover other vulnerable non-movable windows with burglar resistant glazing. Windows of commercial buildings are vulnerable to breakage during the hours of darkness when the business is non-operational especially windows within 40 inches of any door locking mechanism 3. Glaze should be constructed of either two part laminated glazing with a 0.60 inch inner layer or burglary resistant glazing Roofs 1. Ali skylights on the roof of any building should be provided with rated burglary resistant glazing material securely fastened with bolts that are non-removable from the exterior. 2. All hatchway openings on the roof of any building should be secured as follows: a. If the hatchway cover is of wooded material, it should be covered on the inside with at least sixteen (16) gauge steel metal or its equivalent and attached with screws. 3. All air duct or air vent opening exceeding ninety-six (96) square inches on the roof, exterior doors, or exterior walls of any building should be secured by covering the same with the following: a. Iron bars of a least number four (4) steel or equivalent, spaced no more that five (5) inches apart on center, at each direction, welded at all point of intersection, or one by one-fourth (1X %) inch flat steel or equivalent, spaced no more the five (5) inches apart on center, welded at all points of intersection. Alarm Systems 1. When considering an alarm system, the police department recommends a "verified system" in an effort to eliminate false alarm activations and increase breach detection. A verified system is verified through audio or visual components. 2. If considering electronic assess as a security feature, consider managed electronic access.
