The following is our response to the Issues of Concern for the above project.

It is my understanding that the Conditional Use Permit (CUP 146) does
not have an expiration date for it to expire. When I met with Greg
Fisher, the computer generated list showed that it had expired. I
asked him to look up the actual CUP document to determine the
expiration date. Upon doing this it was determined that there was
never an expiration date set.
The need for the gated pcrrking lot is due to vandalism that has
occurred on the site and building, and to restrict access for those that
have been using the backside of the pcnking lot for a hang out area
and other undesirable activities.
The existing trash enclosure is along the same side of the property, adjacent to the single-family homes. By installing the gates, the trash enclosure had to be moved outside of the gates to provide access to it
for the waste management company. We have located the new trash enclosure as close to the gates and the building as possible and
still stay outside of the gates. The only other loccrtion available
outside of the gates would place the trash enclosure closer to the
corner of Monroe Street & Chestnut Avenue and closer to the entrance
to the church.
Engineering:

2. The church is used on Sunday throughout the day, is closed on Monday, and is used during evening hours Tuesday - Saturday. It is also used for early morning religious instruction for the youth from
600 am to 7:30 am. During weekdays, cleaning crews and a few
administrative personnel are the only other people to use it. Coast
Waste Management picks up refuse on Wednesday. In general, the
gates will be opened from the time that the first person arrives to the
building for an activity or event, and left open until the last person leaves.

4. The statement is inaccurate. The pcrrking lot located in front of the
church closest to Monroe Street will not be secured. Most of the
activities that are mentioned in Planning Item #2 occur behind the church building thus requiring the securing.
5. See E- 1 for the Average Daily Traffic number, This nurnbeT is taken from estimated rates from SA.NDAG, and for this project is not accurate. The church would only reach this level of activity on
Sunday when the adjacent streets are not in their peak time.
