Blackburn: Girls Club 3368 Eureka place Post 0fIb.x Box 584 Carlad, CA 9201 8 (619) 729-2032 FEE ? 0 1996 This letter concerns the latest improvements to the Girls Club, which are reflected on the plans previously submitted to the Planning Department, and which were the topic of discussion at our meeting on February 15, 1996. As we discussed, the Girls Club recognizes the need to obtain an amendment to its conditional use permit which will permit the Girls Club to make the improvements reflected on the plans. The Girls Club mistakenly believed that the Cityss prior approval and grant of the CBGD funds, which are being utilized to make the improvements, and the review and approval of the plans by Housing and Redevelopment, meant that the City had approved the changes to the existing CUP. Based on that misunderstanding, the Girls Cl& instructed its general contractor to start the work reflected on the plans, and he in fact started his work two weeks ago. When the Girls Club was notified that it was not in compliance with the CUP, it ceased all work immediately. Although a substantial amount of work has been accomplished, there exists on site exposed steel and trenches, which constitutes a continuing potential liability for the Girls Club, in that our program is attended by school-aged children. With respect to the improvements currently being made, they are temporary in nature and will not interfere with, or impede the implementation of, the approved phasing of the construction reflected on the existing conditional use permit. The Girls Club intends to remove these improvements when the future construction reflected on the existing CUP is scheduled to begin. If tne Girls Club is permitted to complete the current proposed work, it will, within the next sixty days, file with the City a request to amend the existing CUP, which amendment, if passed, would conform the work being done with the amended CUP. Should the Planning Commission decide that all or part of the completed work must be removed, or sets any other conditions requiring the removal or modification of the work, the Girls Club .- Elaine Blackburn February 20, 1996 Page Two will abide by those decisions, and will ensure that the site remains in compliance with the operative CUP. In view of the condition existing on site, the Girls Club requests an expeditious review of this request.
