SUBJECT: EIA NO. 618, CUP-168, (TO PERMIT A COMMERCIAL
NURSERY IN THE R-A-10,000 ZONE).
DISCUSSION
The project involves an application for a Conditional Use Permit to allow a nursery in the R-A-10,000 zone. is existing, permitted by a previous Conditional Use Permit (CUP-28) approved in 1967. However, CUP-28 expired in 1977 and thus the applicant is applying for a new Conditional Use Permit to allow the continuance of this use.
The subject property is located on the east side of Avenida Encinas, north of Palomar Airport Road. level and entirely devoted to the nursery use. element of the general plan designates the site for extensive regional retail. similar to the subject nursery which occupy large tracts of land.
The property to the west and immediately to the south is vacant, with existing offices to the north.
No major modifications to the site are proposed which could result in any significant environmental impacts.

RECOMI'ENDATION
It is recommended that a declaration of negative environmental impact be issued for the project based on the following
justification:
1) The nursery is an existing use which has had no apparent significant impact on the environment since it was established approximately 12 years ago.
2) No major modifications to the site are proposed which. would create an adverse impact on the environment.
