Ms. Annette M. Sanchez 500 Newport Center Ikive, Suite 525 Newport Beach, CA 92660 Iarry seeman Associates, Inc. Subject: Aurc Caments on the Carlsbad Pacific Business Park Dear Ms. Sanchez: CPO staff, pursuant to the Board of Dinectors Aulc rules and regulations, has reviewed the Carl- Pacific Business Fhrk ecific Plan. camrents are the following: 1. %he pro@ land es identified on pages 8, 9 and 10 of the plan are acceptable with the adopted noise/land Be suitability matrix. 2. Brtions of the proposed indmtrial park (the area between streets C and D and the airport pperty line) are within the B2 hpct area, and the adopted CUE states that no new developent should occur within this area. Eowever, the Palanar CIUP is scheduled to be updated in early 1981 and the Wted plan will be based on new projected noise cnntars, which will enlarge the airport influence area and significantly rmdify the concept of impect mes. Therefore, we would that the industrial park uses contiguous to the airpart property should be low density and not sensitive to noise. Such uses as warehousing or construction industries would be acceptable. Professional offices, a3mhistrative semices, research related or other uses which mld have a derate or high density of enployees to aquare fmtage would be II~OLP acceptable in the mrthern portions of site away from airport mise and aircraft activity. . 3. Given the proximity of the proposed industrial park to Palanar Airpart, the planning and develapnent of the area should be closely ooordinated with the airport operation and the updating of the Airport Facility Plan and CLLTP. Ihe City of Carlsbad, the lbll my, the mty of San Diego, and the Aux: should coordinate the various planning activities to insure that the industrial park uses are acceptable to the airport activities.
