SUBJECT: Reconstruction of Pavement Shoulders at Palomar Airport
W.A. UJ0406 (Supervisorial District V), (Thomas Bros.. Map

This project is located at Palomar Airport in the City of Carlsbad.
On March 31, 1981 (60), your Board found subject project categorically exempt
from the Environmental Quality Act of 1970, in accordance with Section 8.1 of
County Procedures and Section 15101 of the State Guidelines, approved the
contract documents, including plans and specifications, and ordered work
advertised for bids.
On April 30, 1981, your Board opened bids for this project and referred the
bids to this Department for examination.

RECOMMENDED: That your Board
1. Declare the bid submitted by Reynolds Construction, Inc. to be the
lowest responsible bid.
2. Award the contract to said bidder at the unit prices stated in the
bid.
Authorize the Clerk of the Board to execute the contract upon the
execution, delivery and filing of the required bonds and contract
in the foh specified in the advertisement for bids and after
approval by County Counsel.
Designate Director, Department of Public Works as the County Officer
responsible for administration of the contract,

Discussion:
The bid of Reynolds Construction, Inc., P,O. Box 28748, San Diego, CA
92128, in the amount of $39,661.00, is the lOwest bid and is accompanied
by a Bidder's Bond in the amount of ten [lo%> percent of the amount bid,

In the opinion of the Planning Director/Connnission of the City of Carlsbad,
the proposed improvements are of a minor maintenance nature which will
improve airport maintenance and will not result in increased airport
activities and, therefore, are not subject to general plan conformance review.
The low bidder has agreed to bid conditions which set forth affirmative
action requirements.
