HomeMy WebLinkAboutCUP 172; Palomar Airport; Conditional Use Permit (CUP) (21)(7 January 29,1996 TO: COMMUNITY DEVELOPMENT DIRECTOR FROM: Associate Planner ~ SUBJECT RESPONSE TO QUESTIONS ON CITY COUNCILMEMB E R FINNILA'S MEMO DATED JANUARY 17,1996 I contacted Floyd Best, Airport Manager, regarding the proposed "jetstream conversion" proposal at the airport. The proposed jetstream conversion involves commercial airlines replacing the currently used 19 passenger triple-prop jetstream aircraft with 34 passenger triple-prop jetstream aircraft. In order for the Airport to accept the larger aircraft the Airport must receive FAA 139 Certification. The FAA 139 Certification will require changes at the Airport including increased security, measures to prohibit auto access to the flight line, measures to limit public and personnel access to various airport facilities, drainage and grading modifications, and on-site fire facilities. To be financially feasible for the airlines, the Airport must receive its FAA 139 Certification by December 1996. If the Airport is unable to obtain FAA 139 Certification by December, the Airport will not be making any substantial improvements at the Airport until after the year 2OO0, and the current commercial service at the Airport will be eliminated (the 19 passenger triple-prop jetstream aircraft service). Mr. Best stated that they were in contact with the Fire and Police Departmarnts regarding possibly contracting with the City for fire and police services to meet FAA requirements. Mr. Best also asked if Cii SW would be interested in a presentation by American Eagle regarding their proposed plans for commercial service at McClellan-Palomar Airport. American Eagle representatives will be in town on February 15 and 16,1996, and Airport and American Eagle representatives would be available to meet with City staff in the afternoon on February 15th or on February 16, 1996. The FAA's decision translates to big money needing to be spent by (1) FAA for improvements, (2) American Eagle, (3) County, and (4) maybe the City for fire personnel or miscellaneous? American Eagle is playing it safe by not doing any promotional deals witf~ Four Ssersons Hotel etc. at this time. We need to write a letter to American Airlines indicating we do not want any intermmn of service and we are willing to facilitate to insure it does not happen. 1 Also: (1) American Eagle representative Mike Radar will make a presehtdon at the February PAAC meeting.
