at& you for the opportunib to review the initial study prepared for the McClellan-Plaomar Airport ii
Master Plan. The following are our comments on the environmental document.
1. There are a few discrepancies between the Master Plan Addendum and the initial study
including the following: ,

The Master Plan Addendum elidhates the run-up areas which are addressed in the
initial study.
The displaced threshhold to the east is identified as 200 feet deep in the Master Plan
Addendum, but is identified as 300 feet deep in the initial study.
The Master Plan Addendum eliminates the possibility of purchasing land for any
purpose. However, the initial study discusses the potential of future land purchases.
2. The Won-Aviation Support Areas” are not accurately shown on the “On-Airport Land Use
Plan” (Bressi Ranch and City of Carlsbad property are shown as “On-Aviation Support Areas”).
I 3. While existing General Plan land uses are identified in the document, the surrounding planned
General Plan land uses (vacant land), including residential uses, are not addressed in the
document.
The initial study identifies that the proposed uses of the Master Plan are consistent with the
approved airport Conditional Use Permit (CW 72). However, the Master Plan is not consistent
with CUP 72, in that the location and mix of uses are different than those approved by City
Council. Page 21 of the initial study discloses that the County will process a Conditional Use

f Permit with the City of Carlsbad (an amendment to CUP 72). The purpose of this CUP
amendment is to update the permit consistent with the proposed Master Plan.
5. The initial study does not identi@ that there! are approved Scenic Corridor Guidelines and El
Camino Real Corridor Development Standards which apply to projects adjacent to identified
transportation corridors in the City of Carlsbad. The airport property is located adjacent to
Palomar Airport Road and El Carnino Real which are identified scenic corridors. The scenic
corridor guidelines for El Camino Real and Palomar Airport Road do apply to development of
the airport site, as do the El Camino Real Corridor Development Standards. Enclosed for your
convenience are copies of these documents.
