Dear Mr. Riddle:
This letter is in response to your letter dated January 23,2004, addressed to Mr. Robert
Hobbs of our office, regarding import of soil into Palomar Airport. You requested
several items prior to any soil being brought into the Palomar Airport. These included:
An exhibit depicting approximate location of the stoGkpileMll area,
Maximum depth of fill (feet) on the exhibit, and
A letter from the County Airport Authority stating
a. The purpose of the stockpildgrading;
b. What environmental impact studies andlor clearances have been
completed or granted, and an acknowledgement that all mitigation
measures, if applicable, are or will be in place; and c. That the County Airport Authority is responsible to install all necessary
BMP (Best Management Practices) measures to ensure no off-site erosion takes place during rainfall events.
Per your request, please find Attachment A showing the approximate location of the 4
stockpile area. These stockpile operations are being carried out by the County of San Diego, Landfill Management group for future maintenance activities at the site, which
will indude Units 1, 2 or 3 (see Attachment). .The area set aside for stockpiling is
approximately 2 acres (1 50 by 600 feet). The proposed quantity of soil import (for this
pmject) is 10,000 cubic yards (which is equal to approximately 2 acres). So, with
compaction, it is easy to estimate that the stockpile will be approximately 3 feet in depth.
These activities, for the purpose of maintenance of existing facilities and to provide regulatory compliance with the Regional Water Quality Control Board (RWQCB)
mandates, is an exempt actin under CEQA.

Management of the airport is provided by the County of San Diego, Department of
Public Works, Airport Administration, rather than a County "Airport Authority" as
referenced in your letter. However, management of the landfill units at the airport falls
under the County of San Diego, Department of Pubic Works, Landfill Management
group. Landfill Managem'ent is responsible for, and will provide,. installation of BMPs on
the stockpile and unpaved landfill units to ensure no off-site erosion takes place during
rainfall events.
The reason for stockpiling soil 'on site is to take advantage of soil sources as they
become available; and to have maintenance soil available to promptly respond to
regulatory agencies' directives. County DPW will from time to time import similar or smaller quantities to maintain available soil as circumstances and availability dictate.
Please provide confirmation as soon as possible that this addresses your inquiry and
that we may proceed as planned.

Per your request I am sending you several copies of a plan inadvertently left unattached
to the County letter dated February 25, 2004 regarding stockpiling activities at the
airport. The plan shows the location of the stockpile area currently used at the Palomar
Airport Landfill by the County of San Diego, Landfill Management group for future
maintenance activities at the site. The landfill units are also delineated on the plan, and
are shown as Units 1, 2 and 3. The area set aside for stockpiling is approximately 2
acres (1 50 by 600 feet).
