Box 1095 Carlsbad, California 92008 (714) 729-1 194 February 4, 1980 ,RECEIVED CITY OF CARLSE Planning Departrnci it Planning Department City of Carl sbad 1200 Elm Avenue Carlsbad, CA 92008 Subject: CUP 172/ZC 208 - Palomar Airport Costa Real Municipal Water District Gentlemen: Responding to your inquiry of the subject proposal, the Costa Real Municipal Water District has the following comments and recommenda- tions regarding the proposed zone change and conditional use permit: 1. The subject property is located in almost the geographical center of our water district and public water service has been provided from the inception of the initial airport development. Although there have been substantial improvements made at the airport site, the County of San Diego has not put together an overalldevelop- ment plan and a master plan for the public water system of the entire holdings. We are pleased to report to you, however, that as of January, 1980, the County of San Diego has agreed to join in with adjoining property owners and the Costa Real Municipal Water District in the development of a complete master plan for the entire area shaped something like a triangle, having as its boundaries Palomar Airport Road on the South, El Camino Real along the East and North, and the City of Carlsbad City Limits to the West. With the com- pletion of this master plan, we are fully confident that all of the public water service needs of the development can be met. 2. We have also had discussions with the County of San Diego re- garding the proposed expansion of the airport, and here again the above-mentioned master plan will include the potential of such an enlargement. For the purposes of this current application, we would recommend that the County of San Diego proceed with the orderly expansion of the public water system to be in concert with the development plans. In addition to the regular water service require- ments for the domestic, commercial and industrial purposes, there is an important consideration of adequate fire protection facilities In Orange County, Santa Ana Planning Department City of Carlsbad February 4, 1980 Page 2 3. The Costa Real Municipal Water District also has several comments with respect to our ownership and residency of our headquarters across the street from the existing development. More specifically, we would encourage the City of Carlsbad and the County of San Diego to proceed with the orderly full improvement of El Camino Real and Palomar Air- port Road in view of the ever-increasing volume of traffic that our neighborhood is experiencing. We also look forward to the time when all of the existing overhead utilities will be undergrounded and that attractive landscaping can be provided along the entire periphery of the airport properties. Of course our District would join in this endeavor and we would urge the County of San Diego to seriously con- sider utilization of a "non-potable" water system for this beauti- f i cation program. Our District has had a long-term and continuing dialog with the County of San Diego with respect to relocation of our facilities due to the impending construction of the second runway and the fact that our property will be severely impacted from a noise standpoint. Although the subject proceedings does not involve the second runway, we want to express our strong concern for the County of San Diego to effec- tively monitor the noise level of those aircraft utilizing the faci 1 i ty .
