SUBJECT: EIA NO. 756; Construction of a 2600 square foot
structure at the and Cedar Avenue.
DISCUSSION
The proposed project involves the addition of approximately 2600 square feet to the existin? parish hall at St. Michael's Church on the northwest corner of Carlsbad Boulevard and Cedar Avenue. On April 23, 1968, the Planning Commission had a public hearing to allow the church to amend its existing
Conditional Use Permit. Since the church will be expanding the size of its buildings they are required to file for
another Conditional Use Permit.
The site consists of a level 1.37 acre parcel that has a church, parish hall, chapel and classrooms located on it. The portions of the site that are not occupied by buildings or parking are heavily landscaped. The construction of the
proposed additions will reduce the size of the landscaped
courtyard between the church and the parish hall, however approximately 7500 square feet of landscaped area will
still remain after the construction takes place.
Since the site has been previously used for church purposes,
and the surrounding area has been developed for urban purposes this expansion should not cause any adverse impacts
to the surrounding environmental resources.
RECOMMENDATION
It is recommended that a Declaration of Negative Environmental
Impact be issued for the project based on the following justification:
--
'JUST IF ICATION I
1) The site is occupied by a church and church related
. facilities.
2)
3)
A relatively minor amount of grading is proposed,
which should not have any adverse environmental effects.
The surroundinq area has been developed or committed to development for urban purposes..
