This letter is in regard to our conditional use permit application.
The regular activities planned at St. Michael's-By-The-Sea usually
do not include the simultaneous use of all the buildings on the

Section 21.44.160.4 of the City Zoning Ordinance addresses the issue
of joint use of a single parking facility. structures of the same church compound do not readily qualify with strict definitions of daytime/nighttime uses (Section 21.44.160.4C)
we believe that the way church structures are used in conjunction with each other follows exactly the same concept. Just as a retail store
closes in the evening "freeing" a portion of its parking allottment for
a nearby theater, so does the end of a worship service in the major church structure "free" a portion of its parking allottment for the Parish Hall or Sunday School Classrooms.
The. uses of the church structures are different but they are not independent. The large church and the small chapel are designed to perform the same function, however, it is highly unlikely that a service
in one would be held simultaneously with a service in the other. Likewise, the Parish Hall by design is an informal gathering place for post- worship service or evening social get-togethers. Here again, it is highly unlikely that a ''capacity" gathering would be held in conflict with a major worship service in the main church structure.

In consideration of the above we would like the staff to review this
application on the following basis:

a) The conditions for joint use have been satisfied (Section 21.44.160.4D)
i) The parking facilities are within 150 feet of the church structures.
ii) The discussion above illustrate no substantial conflict of

iii) Only one party is involved.
b) The case studies in Section I1 above indicate that
in projected normal use, the existing on-site
parking facilities (68 stalls) are adequate.
c) That in the case of extreme demand the following are reasonable assumptions.

Parking should be available at 100% of the maximum required for the Church and Classroom Structures.

Since a simultaneous maximum use of the Church and Parish Hall structures is unlikely, parking should be available at 50% of the maximum required (Section 21.44.160.4A) for the Parish Hall. TOTAL STALLS 17

The total parking available to service an extreme demand including on- site and off-site (along street frontage) is 89 stalls. Therefore we feel the existing parking facilities are adequake to service even an extremely heavy demand on the church facilities.
