ENGINEERING DEPARTMENT November 25, 1980 PALOMAR AIRPORT BUSINESS PARK - LOT 1 Master Site Plan Circulation and Access McRoskey CUP-189 A review of the Master Site Plan for the above project by Ru Architects, provides the following comments: e and Associates, 1. The double drive onto Yarrow Drive in the center of the site should be reduced to one drive cut. Two drive cuts increase the ikelihood of wrong way contra flow traffic entering and exiting creating conflic- ting turning movements. Development across the street should align their access to this access. The access should be located as .far from Palomar Airport Road as possible to allow for left turns so as not to interfere with the Yarrow Drive left turn lane at Palomar Airport Road. 2. The second drive off Yarrow Drive should be a right-in/right-out only. The construction of a concrete median in Yarrow Drive to prohibit left turns will be necessary. 3. The access to Palomar Airport Road should not have been allowed. Since access rights were Quit claimed, it appears it is there to stay. The access should be a common access to the neighboring parcel. The access should be right-in/right-out only with a concrete median constructed in Palomar Airport Road to prohibit left turns. It will be necessary to provide sufficient storage on-site of both parcels to preclude the possibility of contra flow traffic at the access. Acceleration and deceleration lanes of 150 foot length and 10 foot width will be needed to provide enough length for the vehicles to enter the sites. No through access to the cul-de-sac on the south should be allowed. Raised concrete islands on each side of the access should be constructed so that entering and exiting vehicles do not mingle with vehicles cir- culating on-site. 4. The exit drive at the Bank is too narrow for vehicles moving away from the drive-up windows. Thirty-six feet should be provided from the nose of the automatic tellers to the concrete planter islands. The exit drive should be a minimum of 14 feet wide to accommodate the vehicles. RS: 1s
