N.O.l. TO ADOPT MANAGEMENT PLAN FOR COMMERCIAL
SHELLFISHING IN AGUA HEDIONDA LAGOON
Dear Mr. Hausgen:
Thank you for a copy of the subject N.O.T. documents.
As I'm sure you are aware, the Seafarms West Shellfishing Company operates under a Conditional Use Permit
issued by the Carlsbad Planning Commission. That permit is currently under review for renewal.
As City Engineer, I am unable to execute the certification without authorization from the Planning Commission or City Council. In that sewer facilities maintenance is managed by the Utilities/Maintenance Depaument, they may be a more appropriate point of contact for the spill reporting processes.
In further review of the N.O.2, I would suggest that all jurisdictional draining to the lagoon be involved in non-point source issues. The drainage basin is extensive (see attached map) serving several predominantly industrial land use areas. The length lag times in the basin may extend impact times.
The City of Carlsbad will be requiring separate monthly reporting of water quality as indicated in the report, but will include at a minimum Stations 7 and 14 for routine monthly testing and we will be recommending expanded testing types. I would recommend that the management program coincide with City requirements.
The remainder of the program would appear prudent and acceptable. Further processing will follow Planning Commission Action in early 1991.
