ISiis letter is to cjonf irm our conversation concerning the proposed :i3chool and to outline the city*s concerns. As I have menidoned to you before tlie city lias the following concerns with the proposed project: 1. There is a potential traffic cx)nflict due to the site's close proximity to Elna Avenue, "Hiis could be aggravated by the number of trips generated by droppii^ off and picking up 64 students. Staff has concerns v,t5ether the unpaved alley to the rear of the property wDuld be suitable for the anount of traffic that would be generated by this use. 2. As menidoned previously the two existing parking spaces to the rear of the existing duplex would have fco be paved all the way to the alley. Also no parking would be allowed in the front yard setback. 3. The city also has concems as to v^ether the subject property is a suitable site for a pre-school due to its proximity to major streets and comnercial developnents. 4- The Engineering Department has indicated that they plan to do a traffic count at the interseciJ.on of Elm and Madison in the next few weeks. The results of this study would make it much easier to determine whether the proposed use would be compatible with the existing traffic situation. Fuirther study may reveal additional concerns about the subject property. ^ At this time staff can not recomiend approval of this project because of the above mentioned concerns.
