The City of Carlsbad has conducted an environmental review of the
above described project pursuant to the Guidelines for Implementation
of the California Environmental Quality Act and the Environmental
Protection Ordinance of the City of Carlsbad. As a result of said
review, a Negative Declaration (declaration that the project will not
have a significant impact on the environment) is hereby issued for the
subject project. Justification for this action is on file in the
Planning Department.
A copy of the Negative Declaration with supportive documents is on

SUBJECT: CUP^-208, CARLSBAD UNION CHURCH - Request for a
Conditional Use Permit to allow expansion of an
existing church, church offices, and classrooms, on the
north-west corner of Pine Avenue and Harding Street.
I. PROJECT DESCRIPTION-AND BACKGROUND
The proposed project involves the addition of 1404 square feet of
floor area to an existing church sanctuary and 4727 square feet
to existing offices and classrooms at the Carlsbad Union Church
facilities located as described above. The 1.77 acre site is
presently occupied by the sanctuary, small church offices,
classrooms, and parking areas. Also, two dwellings are located
in the north-west corner of the property and are buffered from
the church activity areas by fences and landscaping. A public
alley divides the property down the center. The proposed
expansion would take place on the Harding Street side of this
alley. A Conditional Use Permit for the church was approved on
July 27, 1965. The on-site school facilities are operated by
Victory Christian Junior and Senior High School and were also
allowed through a Conditional Use Permit (CUP-116, 1978).
II. ANALYSIS
Planning Issues
1. Is the site adequate in size and shape to accommodate the
proposed expansion?
2. Is sufficient parking available to accommodate the
proposed expansion?
3. Will the proposed expansion affect the facility's
compatibility with surrounding properties and land uses?
Discussion
The proposed sanctuary expansion involves expanding the outside
walls to allow an additional three seats per aisle on each side.
A balcony located at the rear of the sanctuary is also proposed.
This additional construction will add 170 seats, to allow the
sanctuary to accommodate 506 persons when complete.
The office expansion involves 1328 square feet of new space added
to existing offices and a second floor of classrooms to be
erected on top of this structure. The expansion of the sanctuary
and first story offices will replace landscaped areas, but this
will take place on the interior of the site and will not affect
its overall appearance. Total landscape and walkway area will
still approximate 40% of the overall site. The site appears to
be adequate in size and shape to accommodate the proposed
expansion.
The zoning ordinance requires that parking for churches be
determined on a ratio of one space for every six seats. A
seating capacity of 506 persons would require 85 on-site parking
spaces. As shown on Exhibit "D", 61 spaces are located on both
sides adjacent to the central alley, and an additional 24 spaces,
shared with Carlsbad Unfified School District offices are located
in a lot immediately across Jefferson Street. Staff foresees no
parking conflict with the school district offices as their
operating hours do not conflict with the operating hours of the
church.
The total off-street parking equals the required 85 spaces
available for Sunday services. CUP-116(A) determined the
required parking for the school facilities to be 28 spaces.
Since the proposed classroom expansion will total an approximate
additional one-third more classroom area, and the additional
office space requirement is only 3 more spaces, staff feels that
during the week, sufficient parking for the school and offices
will be available.
From a practical standpoint, approximately 44 on-street spaces
are available on the site's frontage on Harding Street, Jefferson
Street, and Pine Avenue that have not been calculated into the
total. As a result, no parking problem should arise from the
proposed expansion.
It appears that the church and school facility is compatible with
surrounding properties and this expansion should not adversely
impact the area.
III. ENVIRONMENTAL REVIEW
The Planning Director has determined that this project will not
have a significant impact on the environment and therefore has
issued a Negative Declaration on November 2, 1981.

IV. RECOMMENDATION
It is recommended that the Planning Commission APPROVE the
Negative Declaration issued by the Planning Director and ADOPT
Resolution No. 1890, APPROVING CUP-208, based on the findings
and subject to the conditions contained therein.
