SUBJECT: fTOP 234(A)xl ^ WOOLWORTH'S FUN CENTER - Request for a five (5)
year extension of CUP 234(A) to allow the continued operation of the
Woolworth's Fun Center adjacent to Woolworth's within the Plaza Camino Real
in Local Facilities Management Zone 1.
I.RECOMMENDATION
That the Planning Commission ADOPT Planning Commission Resolution No. 4086
APPROVING a five year extension of CUP 234(A) based upon the findings and subject to the
conditions contained therein.
II.INTRODUCTION
This proposed five year extension of CUP 234(A) will allow the continued operation of the
Woolworth's Fun Center adjacent to Woolworth's within Plaza Camino Real through June 30,
2002.
III.PROJECT DESCRIPTION AND BACKGROUND
On June 3, 1992, the Planning Commission approved CUP 234(A) to allow the operation of an
arcade at 2525 El Camino Real within Plaza Camino Real adjacent to Woolworth's. Condition
No. 4 of the approving CUP Resolution No. 3402 specifies that CUP 234(A) is granted for a
period of five (5) years but may be extended upon written application of the permittee (Son's
Amusement Corporation). The applicant is requesting a five (5) year extension of CUP 234(A)
to allow the continued operation of an arcade at this site.
IV. ANALYSIS
A. The Woolworth's Fun Center continues to be consistent with all applicable plans, policies
and regulations described below:
1. Carlsbad General Plan;
2. Local Coastal Program (Mello II Segment);
3. Title 21 of the Carlsbad Municipal Code; and
4. Local Facilities Management Plan: Zone 1.

B. The adopted project findings for CUP 234(A), which are contained in Planning
Commission Resolution No. 3402 still apply to this project (CUP 234(A)xl).
C. The adopted project conditions for CUP 234(A), which are contained in Planning
Commission Resolution No. 3402 still apply to this project (CUP 234(A)xl) with the
exception of Condition No. 4 which is amended by Condition No. 4 in Planning
Commission Resolution No. 4086 to extend CUP 234(A)xl for five (5) years (through
June 30, 2002).
D. Condition No. 2 of Resolution No. 3402 should be deleted because it indicates that the
CUP runs with the applicant at the time (Woolworth's) versus running with the land. The
reasoning behind the deletion of the condition is that as long as the arcade is operated in
compliance with the conditions of approval it should not matter if the operator is
Woolworth's or some other management entity.
E. No formal written complaints regarding CUP 234(A) have been submitted to the City.
F. A review has been conducted for CUP 234(A) and the project is in compliance with all
conditions of approval.
G. The extended CUP should be exempted from environmental review per Section 15301,
(Existing Facilities) of CEQA.
V. ENVIRONMENTAL REVIEW
The Planning Director has determined that this project is exempt from the requirements of the
California Environmental Quality Act (CEQA) per Section 15301, Existing Facilities, of the
State CEQA Guidelines and will not have any adverse significant impact on the environment

SUBJECT: CUP 234fA) - WOOLWORTFTS FUN CENTER - Request to allow the
increase of video arcade games in an existing video arcade from 39 to 55
within the Plaza Camino Real Shopping Center at 2525 El Camino Real, in
Local Facilities Management Zone 1.
I. RECOMMENDATION
That the Planning Commission ADOPT Planning Commission Resolution No. 3402,
APPROVING Conditional Use Permit CUP 234(A) based on the findings and subject to the
conditions contained therein.
II. PROJECT DESCRIPTION AND BACKGROUND
F.W. Woolworth Company currently operates a video arcade in a suite adjacent to the
Woolworths on the lower level of the Plaza Camino Real Shopping Center. There are 39
video games within the space as well as a change/supervisors booth near .the entrance.
The applicant has requested an amendment to the current CUP to allow an additional 16
video arcade games for a total of 55.
III. ANALYSIS
Staff made a site visit to the existing facilities and reviewed the proposed site plan. A copy
of the site plan was circulated for review by the Fire Department and the Police
Department. Both departments found the arrangement of the arcade games to be
satisfactory for the purpose of providing access into and out of the lease space.
The addition of the arcade games will not have an effect on public improvements or
services as it relates to the Local Facilities Management Plan: Zone 1. Parking availability
is required for the entire shopping center at a ratio of 1 space per 200 gross square feet.
The increase in video games will not affect that ratio.
The City has not received complaints against the existing operation and therefore no other
issues were identified.

IV. ENVIRONMENTAL REVIEW
The project is exempt from the California Environmental Quality Act as a Class 1
Categorical Exemption, Article 19 of the State CEQA Guidelines, Section 15301.
