The following suggestions if followed should improve police response to the hotel. 1) Installation of lighted map-type directories at major entrances to the hotel. (Good locations would include El Camino Real at Costa Del Mar & El Camino Real at Arenal Rd.) In exercising their discretion in making such determinations the commission shall consider the fol- lowing factors: (1) Danger to life and property due to increased flood heights or velocities caused by encroachments in the floodway; (2) Damger that materials may be swept onto other lands or downstream; (3) Proposed water supply and sanitation systems and the ability of these systems to prevent disease, contamin- ation and unsanitary conditions; (4) Susceptibility of the proposed use or facility and its contents to flood damage and the effect of such damage on the individual owner or occupauits; (5) Importance of the services provided by the proposed use or facility to the community; (6) Availability of alternative locations not subject to flooding for the proposed use; (7) Compatibility of the proposed use or facility with existing development and development anticipated in the foreseeable future in the area; (8) Relationship of the proposed use or facility to applicable general plans and floodplain management program for the area; (9) Accessibility of the property in times of flood for vehicles; (10) The expected heights, velocity, duration, rate of rise and sediment transport of the floodwaters expected at the site; (11) Such other factors which are relevant to the purposes of this chapter and to the individual case. I. RECOMMENDATION It is recommended that the Planning Commission APPROVE the Negative Declaration issued by the Land Use Planning Manager and ADOPT Resolution No. 2366, APPROVING CUP-258 based on the findings contained therein. II. PROJECT DESCRIPTION This item is a request for a conditional use permit by the La Costa Hotel and Spa to expand the existing hotel and refurbish the existing club house facilites. The project site is 152.2 acres in size (not including the golf course) and is located as described above. The site is zoned C-2 and the general plan designation is R-C (Recreational Commercial). The La Costa Hotel and Spa was built prior to the annexation of La Costa into the City of Carlsbad. As such, no conditional use permit has ever been issued for the use. This permit will bring the existing use into conformance with the city's zoning ordinance. The primary purpose of the conditional use permit is to address the large assemblages of people that occur during major sports events held on the site. Such events include the annual Tournament of Champions Golf Tournament, Davis Cup matches and women's professional tennis tournaments. The refurbishment of the existing clubhouse includes the building of a new lobby, bar and lounge areas, a 400 seat movie theatre, 1700 square foot products shop, a 2500 square foot sportique and pro shop, 3000 square foot couture shop and a new member's lounge. Also, a redesign of the existing restaurant, a new coffee shop, a new Italian restaurant and the expansion of the conference facilities. The expansion of the hotel will involve the relocation of the existing cottage units and the construction of 162 new units on the north portion of the property and the construction of 76 new units south of the clubhouse. Currently, the hotel has 222 units. After the expansion there will be a total of 460 units, an increase of 238 units. Also, a new 800 seat auditorium is proposed. The existing tennis courts will be expanded by 2 courts and an additional 555 parking spaces will be added. Ill. ANALYSIS Major Planning Issues; 1. Can the findings for a conditional use permit be made? Specifically: a) The requested use is necessary or desirable for the development of the community, is essentially in harmony with the various elements and objectives of the general plan, and is not detrimental to existing uses or to uses specifically permitted in the zone in which the proposed use is to be located; b) The site for the intended use is adequate in size and shape to accommodate the use; c) All of the yards, setbacks, walls, fences, landscaping, and other features necessary to adjust the requested use to existing or permitted future uses in the neighborhood will be provided and maintained; d) The street system serving the proposed use is adequate to properly handle all traffic generated by the proposed use. Discussion The La Costa Hotel and Spa serves as a major international health and sports facility. It is world renowned and hosts many international tennis and golf events. The expansion would increase the hotel's ability to host these major events. Staff believes that the expansion is desirable for the development of the community. The expansion is consistent with the general plan designation of Recreational Coimxiercial on the site. Also, the expansion would not be detrimental to existing uses which would be permitted adjacent to the facility. The site is adequate in size and shape to accommodate the expansion. As shown on Exhibit 'A', the site is 152.2 acres in size and room does exist to provide for the expansion of the hotel and the additional parking. -2- In terms of site design, the applicant is maintaining necessary yards, setbacks, architectural features and landscaping to ensure that the facility is compatible with surrounding and permitted future land uses in the vicinity. The applicant is providing a centralized pond and fountain adjacent on the north side of the clubhouse to beautify the interior of the site. Also, low key mediterranean style architecture will be used to conform with the existing architecture of the development. The surrounding street system is capable of handling the traffic generated by the normal daily use of the site. Major events held at the spa, however, will create some traffic impacts in the vicinity. In the past, the facility has had to make special allowances to provide the parking for spectators of the major sporting events. Such provisions have included dirt parking lots and traffic control by the Carlsbad Police Department. Some impacts have occurred on nearby residents. The expansion will greatly increase the amount of parking on the site and, thus, should reduce the major event traffic impacts from its past levels. A total of 555 spaces will be added which can be used for major event parking. The amount of parking required for the use after expansion is 682 spaces. The facility will have a total of 772 spaces, well in excess of the minimum required for this use. Staff still anticipates traffic impacts during major events, however, believes these problems can be handled through strict traffic control and by the additional parking. The Carlsbad Police Department has indicated that traffic control has not been a major problem during major events at this site. Also, the City Council has adopted an ordinance requiring the payment of a fee by the holders of major events in the city to pay for added security and traffic control. Staff believes that traffic impacts created by the major events will be reduced to acceptable levels. Overall, staff believes tlie expansion meets all the required findings for a conditional use permit and recommends approval of CUP-258. ENVIRONMENTAL REVIEW The Land Use Planning Manager has determined that this project will not have a significant impact on the environment, and, therefore, issued a Negative Declaration on September 25, 1984.
