Gentlemen:
We are in receipt of your notice that Carlsbad Raceway Company
has filed an application for a Conditional Use Permit to amend
the present Conditional Use Permit to allow on-sale beer on
race days only, to be sold to raceway spectators in the spectator
areas.
in the Council Chambers at the above address on Tuesday, August 23,
1966, at 7:30 p.m.
Your notice indicated that a public hearing will be held
United California Bank, as Co-Trustee of the Edith Carrillo Trust,
owns approximately 838 acres of land and the northern boundary
of this land is mediately adjacent to the Carlsbad raceway. In 1963 we protested against the original Conditional Use Permit
establishing the raceway, both by letter and by personal appear-
ance at the several hearings, but in spite of our objections and
those of other landowners in the immediate area, the Conditional
Use Permit was granted and the raceway established. Our principal
reason for objecting in the original instance was that we believed
that establishing of this raceway would be detrimental to the
future development of the Carrillo land and similar parcels in
this area. For the
past year or so we have been offering the Carrillo property for
sale and several prospective purchasers have registered objections
to the proximity of the raceway.
This has been borne out by subsequent events.
It is realized that this is not

the sole reason for us not having been able to complete a
satisfactory sale, but it is certainly a strong deterrent
in accomplishing this.
It is the consensus of many informed people in your area
that the Carrillo land and adjacent parcels will eventually
develop into high class residential areas, which will be a
valuable addition to the Carlsbad area and will enhance the
values of all land in this general location. Existence of
the raceway, and its further development will deter the
adjacent land from reaching its highest and best use.
Amending the Conditional Use Permit to allow on-sale beer on
the raceway premises will only serve to compound the objectional
features and we strongly urge your body to reject the application
submitted by Carlsbad Raceway Company.
