The applicant, CARLSBAD WCEWAY, is requesting The new use requested is a motocross training center,, BACKGROUND : The original application for the raceway was approved by the Planning Commission and was subsequently appealed to the City Council by the adjoining property owners. City Council Resolution No. 963 was the product of that appeal (December, 1964). In March, 1965 the applicant applied to the Planning Commission io expand Planning the types of uses allowed under the original Conditional Use P ermit, Commission Resolution No. 391 grante'd that request. On May 27, 1969 the applicant submitted an application to extend the original Conditional Use Permit for a period of ten (70) years, and an amendment to the original Conditional Use Permit to allow the sale of beer. Application was denied (City Council Resolution No. 1632). On April 25, 1972 the Planning Commission approved a 10 year extension to the original Conditional Use Permit (P.C. Resol. No. 749). was the issue of the potential and future use of Paloniar Airport. that time felt it was impossible to make any determination pertaining to land use in areas which inay be affected by landing patterns of the airport, especially since the future of the airport facility was at that time questionable. In 1972 the airport was establishing a function in the North County. FAA approved tower was completed and operational in spring of this year. San Diego County General Services Department is currently studying Palomar Airport as a future full service general aviation airport with an accompanying land use plan for all airport lands, plus a recommended land use plan of the lands directly affected by the facility, i.e. those properties at the approach and departure ends of the runway. Discussions with the Transportation Section of San Diego County Planning and Mr. Don Yinger, Project Architect for general services have indicated that the Carlsbad Raceway represents a compatible land use, especially since it is directly in the line of flight of the approach end of the runway. During the past ten (10) years of operation, the Carlsbad Raceway has maintained a good relationship with the community. Police and fire problems have been minimal, Compatible non-residential land uses adjacent to airport traffic patterns approved recently by, the City include: 1. Planned manufacturing zone and master plan at the intersection of Palomar Airport Road and El Camino Real. 2. An agricultural preserve established through County zoning northerly of Palomar Airport Road between the cemetary and the raceway. 3. The recreational vehicle.park south of Palomar Airport Road at the westerly end of the runway. 4. The Tri-City Automobile Dealers Association complex on Interstate-5 in the departure pattern. 5. Existing City C-M (Heavy Commercial-Limited Industrial) zone and M (Manufacture) zone, located along the northerly, property boundary of Palomar Airport. 6. Indirstrial sites for Hughes Aircraft and Beckrnan Instruments. DESCRIPTION OF PROJECT: The letter attached to this report from Everett Brashear, General Manager of Husqvarna/Motorcorp West, to Larry Grismer, General Manager of the Carlsbad Raceway, adequately describes the uses that are being requested. Proposed facilities include a building to serve as a dormitory and gymnasium and a cross-country track. The enclosed improvement plan shows the proposed locations of these facilities. ZONING AND GENERAL PLAN: 1. Zoning: Existing: C-2 (CUP) Proposed: C-2 (CUP) Adjacent: North: A-1 (8) (County) East: A-1 (8) (County) West: A-3 (8) (County) South: P-C -2- Carl s bad Raceway 2. General Plan: The General Plan designates this area as "Parks, Semi- Public and Open-Space". protect the landusers in this area from the impact of the Palomar Airport flight path. Findings in the past have stated that the Raceway is a com- patible use in this area. The intended purpose of this classification was to ENVIRONMENTAL IMPACT CONSIDERATIONS: The applicant has submitted an environmental impact assessment per City requirements and the proposed use has been declared to have a "non- significant" impact on the environment. The potential noise impact has been minimized by the fact that riding will only take place from 1:OO to 3:OO P.M. and only small engine displacement (125 CC) Cycles with silencers will be used. RECOMMENDATION: Staff recommends approval of the Conditional Use Permit for the following reasons: 1. The proposed use would be compatible with the existing uses of the raceway. 2. The proposed use will not be detrimental to the adjoining properties.. 3. The proposed use will teach safety and skill in motorcycle riding and will be of benefit to those taking the course. The applicant shall enter into a future agreement to install a traffic signal at the intersection of the main entrance at Palomar Airport Road at such time as the City Engineer deems necessary for traffic safety. Any minor change may be approved by the Planning Director. Any substantial change will require the filing of an application for amendment to be considered by the Planning Commission. 8. All requirements of any law, ordinance or regulation of the State of California, City of Carlsbad, and any other governmental entity shall be complied with. 9.
