SUBJECT: EIA NO. 552, (CUP-42G - DEVELOPMENT OF A 14 ACRE RECREATION PARK) SPARKS INC.
DISCUSSION
The proposed project involves the development of a 14 acre portion of the 150 acre Carlsbad Raceway property. The subject
property is located at the south/east corner of the raceway property, north of Palomar Airport Road and west of Linda Vista Drive. with several skateboard facilities, a fiberglass sled run and two relatively small buildings. The remainder of the site is
undeveloped, consisting of hilly topography covered with natural vegetation. No significant plant or animal species are present.
The major portion of the raceway property (not directly affected Iry the subject CUP) is also partially developed with an off-road
vehicle course, dragstrip and appurtenant facilities. Portions of this property is also undeveloped and covered with natural vegetation.
The applicant is proposing additional recreational uses on the subject site. course, driving range, water slide, picnic area and several
areas designated for "future improvements". Approximately 500
cubic yards of grading is proposed. No significant adverse
impacts are anticipated since the property is partially developed with relatively similar uses and no significant environmental features exist on the site.

RECOMMENDATION
It is recommended that a declaration of negative environmental impact be made with regard to the proposed project.

The proposed uses will not adversely affect any significant flora, fauna or any unique. environmental features.
The subject property has been previously disturbed by similar recreational uses, and therefore the proposed uses will not significantly alter the natural environment.
