HomeMy WebLinkAboutCUP 55; San Diego Gas and Electric; Conditional Use Permit (CUP)MEMORANDUM/REPORT February 3, 1971 TO: Planning Commission FROM: City Manager SUBJECT: STAFF REPORT re Application for Conditional Use Permit to allow Construction of two(2) Fuel Oil Storage Tanks; to be considered by Planning Commission , February 9 , 1971 APPLICANT: SAN DIEGO GAS & ELECTRIC COMPANY REPORT SUBMITTED BY: Fire, Building, Engineering and Planning Departments , and the City M.anager Section I - Technical Report The San Diego Gas & Electric Company desires to construct two(2) ,32-foot high by 240-foot diameter, fuel oil tanks on their property between Interstate 5 and the A.T.&S.F. Railroad. These tanks are being constructed for immediate storage of "low sulphur" type fuel oil. The proposed tanks will be constructed in recessed areas, approximately 20 feet in depth, and will be completely screened from the freeway and distant residential uses by a densly land- scaped mound. (The nearest residential uses are located on El Arbol Drive and Cannon Road, which is approximately 2,000 feet to the South.) Section 11 - Recommendation Staff recommends approval of subject application for the following reasons, but subject to the itemized conditions of ap- proval. Section 111 - Reasons 1. The construction of said tanks will help assure availability of low-sulphur type fuels , thus reducing emissions from the existing generating facility. The granting of subject application is in the best interest of the neighborhood, the City and the County. 3. The development of said tanks will not be detrimental to adjacent properties . Section IV - Conditions 1. 2. 3. 4. 5. Subject tanks shall be used for the storage of those fuel oils which, upon being consumed, shall not have a sulphur content exceeding .50 percent; being that percentage commonly associated with the term "Low Sulphur Fuel Oil ." Provisions for fire protection shall be as required by the City Fire Department. Screening and landscaping shall be as proposed on Exhibit "A", and a full coverage irrigation system shall be constructed. All grading shall be done in accordance with a Grading Plan, approved by the City Engineer and a qualified soils engineer. Upon completion of grading, the soils engineer shall certify that the grading has been completed in accordance with said Grading Plan and the City's grading ordinance. That provisions be made, satisfactory to the City Engineer, to permit passage of the design storm water flow as determined by the City's Master Drainage Study, as it crosses this property from Cannon Road to the Rancho Agua Hedionda Lagoon.
