CUP 85(A)xl AND CUP 85(B) - PILGRIM CONGRFGATIONAL CHURCH -
Request for the extension and amendment of a conditional use permit
allowing the expansion of the Pilgrim Congregational Church at 2020 and
2030 Chestnut Avenue in the R-1 Zone and Local Facilities Management
Zone 1.
RECOMMENDATTON
That the Planning Commission ADOPT Planning Commission Resolution No. 3335
APPROVING the Negative Declaration issued by the Planning Director, and ADOPT
Planning Commksion Resolution No’s. 3336 and 3337 APPROVING CUP 85(A)x1
and CUP 85(B), based on the findings and subject to the conditions contained therein.
11. PROJECT DESQ\IPTION AND BACKGROUND
The Pilgrim Congregational Church is requesting an amendment (CUP85(B)), to their
conditional use permit to allow the expansion of their church facility to include an adjacent
single family residence to be used for church Sunday school classrooms and adult meeting
rooms. The 1,675 square foot single family residence, located directly adjacent to the east
of the Church, will satisfy the Church’s need for additional meeting rooms by providing
space for two additional Sunday School classrooms with approximately 30 students
attending during the two Sunday worship services, for an adult forum on Sunday evening
attended by approximately 25 adults, and for a weekly evening adult meeting attended by
approximately 15 adults. No daycare, preschool, or school uses have been proposed by the
applicant for this facility. This facility will also be utilized for approximately one month
each year for the Church’s temporary homeless shelter program (details of this use are
explained in Exhibit ‘X’ attached). The proposed use change will require no site alteration,
however, structural alterations to provide handicapped access and to satisfy fire and
building code requirements will be required.
The second aspect of this application is a time extension for Conditional Use Permit
CUP8S(A) for the church site approved on May 28, 1980. The purpose of the retroactive
time extension is to allow the continuation of the existing uses on the site which include

the main church sanctuary, a preschool building, and two accessory buildings utilized for
a church office and meeting rooms. The existing development complies with all original
conditions of approval, and staff recommends retroactively extending CUPSS(A) through
February 5, 1992.
Plannin~ Issues
Can the findings required for a Conditional Use Permit be made? Namely,
1. Is the use necessary and desirable for the development of the community, essentially
in harmony with the various elements and objectives of the General Plan, and not
detrimental to existing uses or users specifically permitted in the area?
2. Is the site adequate in size and shape to accommodate the use?
3. Can all yards, fences, landscaping, and other features necessary to adjust the
requested use to existing or permitted future uses in the neighborhood be provided
and maintained;
4. That the street system serving the proposed use continues to be adequate to
properly handle all traffic generated by the proposed use.
DISCUSSION
GENERAL PLAN CONSISTENCY AND DESIRABILITY AND COMPATIBILITY WITH
COMMUNITY AND NEIGHBORHOOD
The proposed Church expansion is consistent with the General Plan and desirable for the
development of the community since churches are encouraged by the Land Use Element
and permitted by Conditional Use Permit in any zone in the City for the convenience of
residents. The proposed expansion of the Church facility to include the adjacent single
family residence will enable the Pilgrim Church to better serve their congregation with
additional meeting room space. Use of this facility will create no disruption to the
surrounding neighborhood and is therefore compatible since use of the existing single
family residence requires no new construction or site alteration, and use is limited to
Sundays for Sunday school and an adult forum, and a weekly evening meeting. All uses
will be conducted within the structure. Additional on street parking is unlikely to result
from the proposed use since existing onsite parking adjacent to the facility is provided.

SITE ADEQUACY AND/OR ADJUSTMENT
The proposed site is adequate in size and shape to accommodate the use since an existing
residence will be utilized and all required structural setbacks, fencing, and landscaping are
currently provided. An existing wooden fence and landscaping surround the lot at the
property line providing a buffer between the adjacent single family residences and the
proposed facility. No additional demand for parking is created by the proposed use
expansion, and existing onsite parking provided at the church facility exceeds the parking
standard as specified below:

STREET SYSTEM ADEQUACY
The proposed expansion will not generate additional traffic, and the local street system
serving the Pilgrim Congregational Church and surrounding church, school, and residential
uses is adequate to efficiently handle existing traffic.
SUMMARY
The proposed Pilgrim Church expansion is consistent with General Plan policies, objectives,
and implementing ordinances, is compatible with surrounding uses, as conditioned, and can
be adequately accommodated at the proposed site. Staff, therefore, recommends approval
of CUP 85(A)x1 and CUP 85(B).

The Planning Director has determined that no significant environmental impacts will result
from this project, and a Negative Declaration was issued on October 3, 1991.

CUP 858 - PILGRIM CONGREGATIONAL CHURCH
The following are the proposed uses of the house rented by the
church:
1. Sunday school classes during the two Sunday
worship services. These classes are for children ages
4 thru 15 and last approximately one hour each.
2. Sunday evening adult forum (approximately 1 hour
30 min.).
3. Evening adult meetings approximately once a week on a weekday (lhour 30 min. each).
4. Homeless shelter program (described in a separate letter).
Please note that all adult meetings or classes in the house will be outside the times of the worship services.
