CUP 85-PILGRIM UNITED CHURCH OF CHRIST
On July 2, 1997, the extension of the CUP for this church-including its Children’s
Center, will be up for renewal. The Children’s Center has been operating for about
23 years. It is one of only two in Carlsbad that are accredited by the National
Academy of Early Childhood Programs. However, the Pilgrim Children’s Center is
the only center to give a significant amount of scholarships to enable children of
low-income families to attend. In fact, the Children’s Center gives $35,000 per
year in scholarships!
The CUP renewal would be routine except for a request by Mr. Vallely, a neighbor.
Mr. Vallely would like the Church to build a block wall along his property line.
Mr. Vallely bought his house about 19 years agdut still long after the Children’s
Center was there. His child attended the Children’s Center. A few years ago he
built a two-story addition to his house within 15 feet of the property line. We are
concerned that a six-foot high wall will not stop any noise from reaching a second
floor window and therefore, will be a waste of money.
Pilgrim Church over’the last five years has had to make many cutbacks in its
budget. The choir director was cut two years ago and we still do not have one. If a
block wall is built by the Church, the only source of money is the scholarships which
are the “profit” from the operation of the Children’s Center. If Mr. Vallely is unwilling
to pay for a wall, it may be the low income families in Carlsbad who have to foot the
bill. That would be really sad!
We trust that the Planning Commission will understand that for 23 years Pilgrim
United Church of Christ and its Children’s Center have been good neighbors and
continue to be so.
