AGENDA OF: June 16,1999 Application complete date: March 3 1, 1999 Project Planner: Ann Hysong Project Engineer: Michelle Masterson SUBJECT: CUP 85K) - PILGRIM UNITED CHURCH OF CHRIST - Request for an amendment to a Conditional Use Permit to allow the expansion of a church and deletion of child day care facility as a conditional use at 2020 Chestnut Avenue, and rescinding CUP 85(B)x1 for a church meeting facility at 2030 Chestnut Avenue, in the R-1 zone in Local Facilities Management Zone 1. I. RECOMMENDATION That the Planning Commission ADOPT Planning Commission Resolution No. 4579 APPROVING CUP 85(C) based on the findings and subject to the conditions contained therein. 11. INTRODUCTION This proposed Pilgrim Church expansion consists of an 1,086 square foot addition to an existing structure utilized as a multipurpose room. This proposal will also: a) delete the existing Pilgrim’s Children Center as a conditional use and recognize it as a permitted use consistent with Section 21.83.060(2) of the Carlsbad Municipal Code; and b) rescind CUP 85(B)x1 which allowed a 2,500 square foot residence located a 2030 Chestnut Avenue to be utilized for church functions. As proposed, the church facility expansion is consistent with all required development standards and the findings required for a conditional use permit can be made. 111. PROJECT DESCRIPTION AND BACKGROUND The Pilgrim United Church of Chst is located at the northeast corner of Lancer Way (formerly Monroe Street) and Chestnut Avenue in the R-1 zone. Under the current conditional use permit (CUP 85(A)x2/CUP(B)xl) the Pilgrim Church consists of a sanctuary, two auxiliary buildings utilized as a church office and meeting rooms, an adjacent residence (2030 Chestnut Avenue), and the Pilgrim Children’s Center, which is a non-profit child day care operated by the church. The proposed conditional use permit amendment is a request for a 1,086 square foot addition to the existing multipurpose room located to east of the sanctuary along Chestnut Avenue. Additionally, the amendment would rescind CUP 85(B)x1 which allowed the adjacent 2,500 square foot single family residence at 2030 Chestnut Avenue to be utilized by the church and delete the existing Pilgrim Children’s Center as a conditional use. In accordance with the Child Care Ordinance, day care centers located within developed church sites are permitted uses that are subject to the Child Care Ordinance development standards; however, no discretionary permits are required. Although the Pilgrim Children’s Center and a proposed addition appear on CUP 85( C) - PILGRIM UNITED CHURCH OF CHRIST June 16,1999 Page 2 the attached exhibits (Exhibits “A” and “B”), the facility is no longer a part of the Pilgrim Church conditional use permit. The proposed 1,086 square foot addition to the existing multipurpose building is located between Chestnut Avenue and the church sanctuary within an existing landscaped area. The existing multipurpose building and proposed addition, which are separated from the church by a fire wall, maintain a 20’ setback from Chestnut Avenue. The existing multipurpose building is a small single story residence that was converted to church meeting rooms. The addition will look similar architecturally to the existing structure. The proposed project is subject to the following standards and policies: A. General Plan B. Carlsbad Municipal Code, Title 21 (Zoning Ordinance) including: 1. Chapter 21.10 (One Family Zone) and Chapter 21.42 (Conditional Uses) IV. ANALYSIS The recommendation of approval for this project was developed by analyzing the project’s consistency with the applicable policies and regulations listed above. The following analysis section discusses compliance with each of the regulations/policies utilizing both text and tables. A. General Plan The proposed church expansion is consistent with the General Plan and desirable for the development of the community since churches are encouraged by the Land Use Element and permitted by conditional use permit in any zone in the City for the convenience of residents. The proposed expansion of the church facility as described above will enable the Pilgrim Church to better serve their congregation with additional meeting space. B. Chapters 2.142 and 21.10 - Conditional Uses and One Family Zone The Pilgrim Church site is located in the R-1 One Family Zone. Churches are permitted in the R-1 zone upon approval of a conditional use permit. CUP 85(A)x2 permits the existing church to operate in accordance with specific conditions of approval, and the church is in compliance with all conditions of approval. In accordance with the Conditional Uses Ordinance, the proposed amendment to expand the church facility requires findings that the project is a desirable use that is consistent with the General Plan, compatible with the neighborhood and that it can be accommodated by the site and surroundings street system. Findings of desirability and consistency with the General Plan are discussed in Section A above. The proposed addition is compatible with the neighborhood in that it is integrated into the CUP 85( C) - PILGRIM UNITED CHURCH OF CHRIST June 16,1999 Pave 3 Standard existing development. The existing street system is adequate to accommodate the church facility. The site is adequate to accommodate the proposed onsite expansion in that the proposed building coverage is only 22% and no additional parking demand beyond the existing 42 spaces would be generated by the proposed addition. The actual overall meeting room space is decreased by this proposal in that the 2,500 square foot residence utilized as meeting rooms at 2030 Chestnut Avenue is replaced by the proposed 1,086 square foot addition to the multipurpose room. ENVIRONMENTAL REVIEW The project, which consists of a minor addition to an existing facility is categorically exempt from the requirement for further environmental review per Section 153 11 of the California Environmental Quality Act.
