SUBJECT: REVIEW OF SOUTH COAST ASPHALT PLANT OPERATIONS - CUP-9
BACKGROUND
In 1976 the City received a number of complaints from residents living near the South Coast Asphalt Plant alleging that the plant created excessive dust, noise and vibration. The cornplaints were forwarded to the City Council which directed staff to investigate
the plant's operations and forward a report to the Planning Com-
mission.
The repoft on the asphalt plant was forwarded to the Planning
Commission on January 26, 1977. The Commission voted to delay
consideration of the report until Oceanside had considered the environmental assessment and Conditional Use Permit for the portion of the use which had expanded into the Oceanside City Limits. Commission noted the need to coordinate Carlsbad's review 7:;ith
that which took place in Oceanside.
The
SUMMARY OF CCZF.NSIDE ' S ACTIONS
The City of Oceanside issued a negative declaration for the South Coast operation in Oceanside for the following reasons:
1. The land form will not be significantly altered beyond the existing quarry. A buffer will be maintained, and blasting will be confined to the areas already disturbed by previous activities.

2. Seismic testing has shown that adjacent parcels are not sign-
' ificantly affected. Sequential blasting reduces the indirect effects of the blasting activity. Noise and dust impacts are minimal because of topographic features of the site.
3. The aesthetic quality of the operation has been established

and will not significantly differ from the existing conditions.
Excavation may continue for as long as fifteen years 'at which
time suitable reclamation will take place. The processing
operation may continue, but tis is not Oceanside's jurisdiction.
5. Hazardous materials are adequately handled, transported and
stored according to pertinent regulations. The safety
precautions surrounding the actual blast significantly reduce any risk to the public.
