Time limits on the processing of discretionary projects established by state law do not start until a
project application is deemed complete by the City. The City has 30 calendar days from the date of
application submittal to determine whether an application is complete or incomplete. Within 30 days of
submittal of this application you will receive a letter stating whether this application is complete or
incomplete. If it is incomplete, the letter will state what is needed to make this application complete.
When the application is complete, the processing period will start upon the date of the completion letter.

To address post-development pollutants that may be generated from development projects, the City requires that new
development and significant redevelopment priority projects incorporate Permanent Storm Water Best Management
Practices (BMP's) into the project design per the City's Standard Urban Stormwater Management Plan (SUSMP). To
view the SUSMP, refer to the Engineering Standards (Volume 4, Chapter 2} at www.carlsbadca.gov/standards.
Initially this questionnaire must be completed by the applicant in advance of submitting for a development application
(subdivision, discretionary permits and/or construction permits). The results of the questionnaire determine the level of
storm water standards that must be applied to a proposed development or redevelopment project. Depending on the
outcome, your project will either be subject to 'Standard Stormwater Requirements' or be subject to additional criteria
called 'Priority Development Project Requirements'. Many aspects of project site design are dependent upon the
storm water standards applied to a project.
Your responses to the questionnaire represent an initial assessment of the proposed project conditions and impacts.
City staff has responsibility for making the final assessment after submission of the development application. If staff
determines that the questionnaire was incorrectly filled out and is subject to more stringent storm water standards than
initially assessed by you, this will result in the return of the development application as incomplete. In this case, please
make the changes to the questionnaire and resubmit to the City.
If you are unsure about the meaning of a question or need help in determining how to respond to one or more of the
questions, please seek assistance from Land Development Engineering staff.
A separate completed and signed questionnaire must be submitted for each new development application submission.
Only one completed and signed questionnaire is required when multiple development applications for the same project
are submitted concurrently. In addition to this questionnaire, you must also complete, sign and submit a Project Threat
Assessment Form with construction permits for the project.
Please start by completing Section 1 and follow the instructions. When completed, sign the form at the end and submit
this with your application to the city.

1. Housing subdivisions of 10 or more dwelling units. Examples: single family homes, multi-family homes,
condominium and a artments
2. Commercial-greater than 1-acre. Any development other than heavy industry or residential. Examples: hospitals;
laboratories and other medical facilities; educational institutions; recreational facilities; municipal facilities; commercial
nurseries; multi-apartment buildings; car wash facilities; mini-malls and other business complexes; shopping malls;
hotels; office buildin s; ublic warehouses; automotive dealershi s; airfields; and other li ht industrial facilities.
3. Heavy Industrial I Industry-greater than 1 acre. Examples: manufacturing plants, food processing plants, metal
working facilities, printing plants, and fleet storage areas (bus, truck, etc.).
4. Automotive repair shop. A facility categorized in any one of Standard Industrial Classification (SIC) codes 5013,
5014, 5541, 7532-7534, and 7536-7539
5. Restaurants: Any facility that sells prepared foods and drinks for consumption, including stationary lunch counters
and refreshment stands selling prepared foods and drinks for immediate consumption (SIC code 5812), where the
land area for development is greater than 5,000 square feet. Restaurants where land development is less than 5,000
square feet shall meet all SUSMP requirements except for structural treatment BMP and numeric sizing criteria
re uirements and h dromodification re uirements.

6. Hillside development. Any development that creates more than 5,000 square feet of impervious surface and is
located in an area with known erosive soil conditions, where the development will grade on any natural slope that is v/ twenty-five percent (25%) or greater.
7. Environmentallv Sensitive Area (ESAJ1• All development located within or directly adjacent2 to or discharging

10. Retail Gasoline Outlets. Serving more than 1 00 vehicles per day and greater than 5, 000 square feet ~
11. Coastal Development Zone. Any project located within 200 feet of the Pacific Ocean and (1) creates more than
2500 square feet of impervious surface or (2) increases impervious surface on property by more than 10%. V"

areas designated as preserves or their equivalent under the Multi Species Conservation Program within the Cities and County of San Diego; and any other equivalent
environmentally sensitive areas which have been identified by the Copermittees.
2 "Directly adjacent' means situated within 200 feet of the Environmentally Sensitive Area.
3 "Discharging directly to' means outflow from a drainage conveyance system that is composed entirely of flows from the subject development or redevelopment site, and
not commingled with flow from adjacent lands.
4 Pollutant-generating Development Projects are those projects that generate pollutants at levels greater than background levels. In general, these include all projects
that contribute to an exceedance to an impaired water body or which create new impervious surfaces greater than 5000 square feet and/or introduce new landscaping
areas that require routine use of fertilizers and pesticides. In most cases linear pathway projects that are for infrequent vehicle use, such as emergency or maintenance
access, or for pedestrian or bicycle use, are not considered Pollutant-generating Development Projects if they are built with pervious surfaces or if they sheet flow to
surrounding pervious surfaces.

This notice is to inform you that CUP 90-13X3 located at 5958 El Camino Real and originally conditioned
to expire on July 15, 2013, is hereby extended in perpetuity by the City Planner pursuant to Section
21.42.110(D) of the Carlsbad Municipal Code. While the Conditional Use Permit (CUP) no longer has an

Thank you for applying for Land Use Permits in the City of Carlsbad. The Planning Division has reviewed your
Conditional Use Permit Extension, application no. CUP 90-13X4, as to its completeness for processing.

begun, the technical acceptance date is acknowledged by the date of this communication. The City may, in the

Attached for your review, is a summary of information collected at the Hiring Center
for the calendar year 1993. The first bi-monthly report for calendar year 1994 will

Hiring Center Placements
• For the year ending December 31, 1993 the Hiring Center placed a total of 3,224
workers into jobs. A total of 2,648 individuals (82%) were placed into "day work"
situations, 186 (6%) were placed into jobs lasting 2 and 4 days, 156 (5%) into jobs
lasting longer than 5 days (not permanent), and 234 (7%) were placed into permanent
positions.
Individuals being placed into jobs lasting more than one day has increased over calendar
year 1992. In 1992 13% of the workers were placed in jobs lasting more than one day
compared to 18% in 1993. The percentage of individuals placed in permanent jobs has
remained the same.
Employer Information
• A total of 400 employers have utilized the services of the Hiring Center and placed a
total of 1, 731 job orders during the year; 434 orders were placed by employers driving
out to the Center, another 1 ,276 placed their orders by telephone, and 32 placed orders
via the Center's facsimile machine. The number of employers untilizing the Hiring
Center represents new employers placing orders. Previous reports also included repeat
employers (1,354).
• Approximately 47% of the employers have been homeowners looking for day laborers.
Other employers (53%) have hired workers to fill jobs in areas such as construction,
landscaping, technical services, and industrial/manufacturing.
• Of those employers utilizing the Hiring Center, 43% are from Carlsbad, 14% are from
the Oceanside area, 14% are from Vista, 10% from Encinitas, and the remainder were
from other areas of the county.
Empl<zyee Information
• 1,020 potential employees registered at the Center for the calendar year 1993.
Approximately 79% of those registered could be classified as immigrants, and the
remainder (21 %) were United States citizens. Approximately 25% of the employees
registered were women.

• Most of the employees utilizing the Center's services are from Mexico (75%), 21% are
from the United States, and the remainder are from other countries (4%).
• Fifty percent of the workers registering at the Center owned a personal vehicle and fifty
percent registering rode the bus. None of the workers registering at the Center
participated in a car pool, rode a bike or walked to the site.
• The average starting wage for all employees was $5.00 per hour.
• For this reporting period 22% of the workers registered live in Carlsbad, 38% are from
Oceanside, 6% are from Encinitas. The remaining 34% reside in other areas such as San
Marcos, Escondido, Fallbrook and Vista.
Employee Usage/Placements
• For this reporting period the number of individuals registering each month has decreased
from the first few months of the year. The average number of individuals registering at
the Center each month since January 1993 is 85.
• Permanent placements have fluctuated up and down since January 1993, averaging
approximately 20 per month, with a high in February 1993 of 40 and a low in October
1993 of 4.
• Total monthly placements peaked in October 1993 at 310 and have averaged
approximately 269 since the beginning of calendar year 1993. July 1993 had the lowest
level of total placements, at 235.

Migrant Employment Center -Status Update
Staff met with Mr. George Lopez, Executive Director of SER/Jobs for Progress Inc. on
Tuesday, October 30, 1990 at their offices in Oceanside. SER/Jobs for Progress is a private,
non-profit community based organization which has been in existence since 1968. The
primary charter of the organization is to provide job related training and employment
services to the socio-economically disadvantaged. Funding for the organization is obtained
pri~m the U.S. Department of Labor, special grant programs, private industry, and
foundations like the Ford Foundation and United Parcel Foundation. SER/Jobs for progress
works closely with the State's Department of Employment Development and in fact shares
facilities with the Department's Oceanside office.
Initially SER/Jobs for Progress approached the City of Encinitas with a proposal to operate
their Jobs Center. However, according to Mr. Lopez, Encinitas had already established and
staffed a Migrant Issues Coordinator position as well as several other part-time positions,
and felt no further staffing was required. As a means of assisting Encinitas, SER/Jobs for
Progress currently is providing ESL (english as a second language) classes to the migrants
at the Encinitas Jobs Center six days per week.
During the meeting with Mr. Lopez, he indicated a desire to work with the City of Carlsbad
in our effort to establish an employment center. He felt that his organization has the
expertise and resources necessary to provide job placement and referral services to
Carlsbad's migrant population. Additionally, ninety percent of the agency's staff is bi-
lingual. The cost of their assistance would be dependent upon the type of employment
services Carlsbad's city officials wish to offer. Since they are a non-profit organization, costs
would only be those necessary in order to operate the center.
According to Mr. Lopez they would welcome the opportunity to provide a proposal for their
services to the City of Carlsbad. Please let me know if you would like to pursue their offer.
If so, I will prepare a list of services and reporting criteria for your review.

On Wednesday, October 31, 1990, staff received a "draft" copy of the County of San Diego's
lease agreement for land the City of Carlsbad requested for the Migrant Employment
Center. A copy of the lease agreement has been forwarded to the City Attorney for his
review and comments. The proposed term of the lease is two years, commencing January
1, 1991.

Lease of County Land for Migrant Hiring Center
Dear Mr. Amorelli:
Per our discussions with you and your office regarding preparation of a lease agreement
for use of County Land for a Migrant Employment Center, it was our understanding that
the County would require a statement, as to the City's environmental assessment of the
proposed site and plans. In an effort to address this requirement, Carlsbad planning and
engineering staff evaluated the site plan and the current site conditions. Upon
completion of this review, staff determined that due to the current 11disturbed condition~~
of the area, the limited grading required and the proposed grade of slopes, this project
will be considered 11Categorical/y exempr• from a formal environmental review.
It is my understanding that this item may be scheduled to go before the Board of
SupeNisors at one of their meetings in October. We are anxious to proceed with the
project and would appreciate any assistance your office can provide in expediting the
lease agreement through the County review process. If you have any questions or

Staffing for the migrant Hiring Center
Update:
As you may recall, Mr. George lopez, Executive Director of SEA/Jobs for progress(SEA)
requested a meeting with Carlsbad staff in October of 1990, to discuss the possibility of
providing employment services to the proposed migrant Hiring Center in Carlsbad.
SEA/Jobs for progress, is a non-profit community based organization which has been in
existence since 1968. The organization's primary charter is to provide placement, training
and other employment related services to the economically disadvantaged. At this time
the group receives funding for many of their programs through allocations from the U.S.
Department of labor, special grant programs and several private foundations. In
addition, SEA/Jobs for progress works closely, and shares facilities with, the California
Employment Development Department. The Hire-A-Youth program is an example of a
successful program which has required significant coordination between the two
agencies.
Based on the meeting with Mr. lopez and his staff, Carlsbad staff informally requested
SEA/Jobs for Progress provide the City of Carlsbad with a program proposal and cost
estimate for professional/consulting services for a 6 month period (attached). Per their
program proposal, SEA is suggesting a program very similar to those provided at other
Southern California hiring centers, including the Encinitas Job Center. SEA's proposal
would provide job placement services to legally documented day-laborers and employers
on a 6 day per week basis (Monday through Saturday) for 5 hours per day. Public
information would also be coordinated by SEA, as would all statistical reporting of
placement and referrals. Hiring Center staff would consist of (1) Project Supervisor,
responsible for managing day to day activities, and (2) Placement Specialists to assist in
administering the program. All staff at the Center will be bi-lingual. The City of
Carlsbad's role would be to provide funding for employment services, all facility
improvements, and basic office furnishings. The cost of SEA's proposal totals $34,815
for a six month period (review period) and/or $69,630 for a one year contract for the
same services. Any additional services or programs would have to be submitted to the
City for approval, prior to implementation.
The proposal submitted by SEA has been reviewed and staff has contacted the
Employment Development Department (EDD) for additional information regarding
SEA/Jobs for Progress and EDD's potential involvement with the operation of a migrant
Hiring Center in Carlsbad. According to Kay Riley, Manager of EDD, she believes that
SEA is highly experience and capable of providing the types of services proposed for the
migrant Hiring Center. She indicated that EDD and SEA have developed a successful
working relationship on a number job placement and training projects, and that their close
physical proximity to one another has allowed for a greater sharing of information on
employment issues and potential funding sources for many projects. Ms. Riley is
confident that if the City of Carlsbad were to obtain the services of SEA/Jobs for
Progress, we would be able to benefit not only from their bi-lingual capabilities and
employment services experience, but also their expertise in working with the migrant
population and their awareness of the migrant issues facing North County cities. Ms.
Riley also indicated that EDD would work with SEA/Jobs for progress to further define the
employment program, insuring that the objectives of the Carlsbad City Council are met.
In addition, EDD will insure that their Farmworker Outreach Representative is available to
migrant farmworkers utilizing the Hiring Center, on a regular basis.
One of the temporary agencies which the City utilizes on a regular basis (Manpower), was
contacted for their assessment of the difficulty in obtaining "temporary" employees to staff
the proposed hiring center. Manpower's representative stated that they do have bi-lingual
individuals available who are able to perform "general office" tasks. However, providing
supervisory personnel could be more challenging, since they cannot adequately test or
assess an employees supervisory and interpersonal skills.
In terms of cost comparison between a temporary agency and SEA, the cost of hiring an
equivalent position to the "Placement specialist', would be is similar to that proposed by
SEA. However, the cost for a "Project Supervisor' having bilingual-capabilities and who
has experience with placement and training would be higher than the cost SEA has
proposed (see attached cost comparison). Furthermore, if a temporary agency were to
provide personnel, the City would likely be responsible for program development,
administration and training, as well as initiating re-staffing of positions caused by attrition,
illness or inability to perform the tasks required. Costs associate with administration of
the program by a full-time City staff person would be dependent, in large part, upon the
complexity of the program and the skill levels and abilities of the personnel provided by
the temporary agency.
Recommendation:
Given the nature of the project and the limited availability of full-time City staff to oversee
the on-going operation of a migrant Hiring Center, my recommendation would be to
obtain the services of an outside agency experienced in providing employment services
and who have bi-lingual personnel available to staff the Center.
While a temporary agency would be able to place individuals who possess bi-lingual
capabilities and the minimum job qualifications, it is not certain that those selected would
have experience in job placement and/or working with the migrant population and the
general public. In addition, if a temporary agency were selected, the City would likely
assume complete responsibility for development and administration of the program as
well as training of personnel and close supervision of the program's overall operation.
Because staffing via a temporary agency would require significant City staff involvement
on an on-going basis, costs could be much higher than those of other alternatives.
It is staff's opinion and experience that the number of individuals and organizations
familiar/experienced with the operation of a Hiring Center is limited. Furthermore, staff
believes that for future funding purposes, a public/private partnership would be
advantageous to the City.
Based on knowledge of the issue and all information available, staff's recommendation
for the staffing and program administration of the Migrant Hiring Center, is to obtain the
services of SEA/Jobs for Progress for a six month review period, with an option to renew
the contract for an additional six months at the end of the City's review. SEA would be
responsible for the day to day operation of the center, including all Hiring Center
personnel. The City would maintain it's authority to limit, or approve/deny additional
employment services. Additionally, since the services proposed are specialized and
would be most effective if administered by an agency experienced not only with job
placement but also the migrant population, staff is asking that the requirement for multiple
proposals (AFP process) be waived and that SEA/Jobs for progress be considered the
"sole source" for professional/consultant services related to the Hiring Center project.

' SUMMARY
San Diego County SER/ Jobs for Progress, Inc. proposes to
establish the Carlsbad Hiring Center which will have as its primary
purpose job placement of workers in local jobs.
The City of carlsbad will provide housing, necessary furniture
and equipment, while SER will assign qualified bi-lingual placement
and support staff to operate the Hiring Center.
HOURS OF OPERATION
The Hiring Center will be open 6:00 a.m. to 11:00 a.m. Monday
through Friday. On Saturday, it will be operational 7:00 a.m. to
12:00 noon.
STAFFING
Three Placement Specialists with bi-lingual capability will be
assigned.
PUBLIC RELATIONS
SER will insure that all public media contacts relating to the
Carlsbad Hiring Center are screened through Carlsbad staff. All
contacts with employers and job applicants will be handled by SER
staff consistent with our program objectives.
PROGRAM
The operational program will consist of:
I. Registration of job applicants.
II. Employer order taking.
III. Referral of applicants to jobs.
I. REGISTRATION OF JOB APPLICANTS
The applicant registration process will constitute the
creation of an applicant registration record. It will consist of:
1. Verification of legal status
2. Name, address and phone number (if any) and Social
Security Number.
3. Right to work documentationjU. s. identification and ethic
origin.
4. Special work skills
5. Language ability, i.e. English, Spanish, other
6. Vehicle registration and Driver's License (if available)

II. EMPLOYER ORDER TAKING
Employers seeking workers will be asked to furnish the
following information:
1. Name of Firm, address and phone number
2. Type of work available
3. Date of employment, anticipated number of hours and days
of job.
4. Wage
5. Job site address
III. REFERRAL OF APPLICANTS TO JOBS
Applicants who are registered will be referred to suitable job
openings based on an equitable priority system:
1. There will be daily matching of workers to jobs.
2. Registration of workers will be required before referral.
3. Those applicants who have arrived during the first hour,
will take part in a "Lotteria" by picking numbers from a
container, which will determine their referral priority
when job requirements are met. Those who arrive
subsequent to the "Lotteria" will be referred on a first
come -first served basis.
DISCLAIMER
Employers will be notified, orally and in writing, that is
their responsibility to verify the workers' legal right to work.
They will also be advised on current minimum wage levels and
employment reporting requirements.
SUPPORT SERVICES
Efforts will be made to provide referral to appropriate
community agencies for health, training or social services.
Literacy and/or Citizenship Classes will be provided when possible.
INFORMATION SYSTEM
All registrations, job orders and referrals will be entered
into the information system, so that periodic activity reports can
be produced.
