ADMINISTRATIVE PERMIT
SUBJECT: DC 12-02 ·OHlMAN GODDARD SCHOOL

The City has completed a review of the application for a Child Day Care Center Permit for development
located at 4625 Red Bluff Place.
It is the City Planner's determination that the project is consistent with the City's Child Day Care
regulations (Chapter 21.83) and with all other applicable City ordinances and policies. The City Planner,
therefore, approves this request based <in the following:
Findings:.
1. All licenses and permits required by state law for operation of a child day care center will be
obtained by the operator of the day care facility prior to occupancy.
2. The project is subject to and consistent with the zoning standards and regulations specified by
the Community Facilities zone (Chapter 21.25), the Calavera Hills Master Plan, the Child Care
Ordinance (Chapter 21.83) and all other applicable sections of the Carlsbad Municipal Code.
3. Indoor/outdoor play areas will be adjacent to the center, accessible through the center, and
enclosed by a minimum five foot high solid masonry wall as it is located adjacent to residentially
zoned property.
4. Outdoor play space is not located in any required front, side or rear yard setbacks and will be
viewable from within the facility through windows located on all elevations of the child day care
center.
5. The child day care center will provide a direct source of natural light in that five foot high
windows are located along all elevations of the facility to maximize the ability for children to
see outdoors.
6. Parking will be provided at one space/employee (19 spaces} and one space/ten children (14
spaces) for a total of 33 spaces. Pedestrian sidewalks and adequate on-site loading and
unloading will be provided around the perimeter of the facility.

7. The Planning Division has reviewed, analyzed and considered the environmental impacts
identified for this project and found no substantial evidence the project will have a significant
effect on the environment. The City Planner has found the project to be exempt from the CEQA
requirements pursuant to Section 15332 (In-Fill Development Projects).
8. All findings of Planning Commission Resolutions No. 6910 approving SOP 12-02 for Dhiman
Goddard School are incorporated herein by reference.
Conditions:
1. Approval is granted for DC 12-02 -Dhiman Goddard School. as shown on Exhibits "A" -"K"
dated July 29, 2013, on file in the Planning Division and incorporated herein by reference.
Development shall occur substantially as shown unless otherwise noted in these conditions.
2. DC 12-02 is subject to all conditions contained in Planning Commission Resolutions No. 6910
approving SDP 12-02 for Dhiman Goddard School.
3. The Developer shall obtain and maintain in good standing all licenses, permits, and/or approvals
required by state law to operate as a Child Day Care Center, and shall file proof of same with
the City Planner prior to issuance of the Certificate of Occupancy and, thereafter filing proof of
any extensions or modifications to the permit.
4. In accordance with Section 21.83.080(F) of the Carlsbad Municipal Code, the total number of
employees and children occupying this facility shall not exceed a demand for 33 parking spaces.
The parking standard for a child day care center is 1 space/employee and 1 space/ten students.
