June 15, 1988 Mr. Dave Hauser City of Carlsbad 2075 Las Palmas Carl sbad, CA 92009 1 8879-87-05 SUBJECT: PALOMAR AIRPORT ROAD EXPORT MATERIAL Dear Dave: I have been talking to Rich Kelly, Chris Calkins and Bob Wojcik about the 300,000 cubic yards of export material that will be generated from the Pal omar Airport Road construction project. There is a lot of concern that the cost of trucking the export material away from the project will cost $1,200,000 more than stockpiling it on the Kelly Ranch site. As you are aware, both the Carl tas F1 oral Trade Center project and any development on Kelly's piece will need considerable amounts of dirt. If at all possible, the $1.2 million dollars should be saved now by placing the dirt where it can ultimately be utilized. tle are well aware of the sensitive nature of the area along the south side of Palornar Airport Road. We propose only that stockpiling be done on land areas outside of the existing and proposed locations of Encinas Creek. We would also avoid any other biologically sensitive area. I have attached a rough sketch of the area proposed for the stockpile. It is my understanding that bid opening on the road job is scheduled for Thursday of this week. In light of the amount of money that can be saved by avoiding the export, we would like to see the bid opening delayed. I have been discussing the schedule for getting a stockpile perfiit with Bob Wojcik and our feeling is that the City Council could approve the paperwork in about six weeks, with another eight weeks required for a Coastal Commission permit. If the road bid could be delayed two or three weeks, a stockpile plan could be prepared and an alternate bid item added to the plans. In this way, if the stockpile permit or Coastal Commission permit were denied, the project could still proceed as designed. The preparation of the stockpile plans could either be prepared by your road design consultant (Pountney and Associates) or an engineer hired by Carltas and the Kellys. In either case, I would expect that the City would 'cooperate in the processing of the plans and permits. With a $600,000 savings in road costs to the City, there should be an incentive to make this work. In addition, another 15,000 truck loads will be needed to haul material back in when the areas south of the road develops. The impacts of the volume of trucking on traffic flow and roadway damage is a major factor to consider. Dave, please review our proposal.
