EA 12-06-LA COSTA RECYCLED PIPELINE
Thank you for submitting an Early Assessment for a recycled water pipeline project proposed along El
Camino Real (ECR), between Aviara Parkway/Alga Road and La Costa Avenue, and partially within the La
Costa Golf Course. The project consists of the installation of 7,000 LF of 12-inch PVC Pipe and 2,000 LF
of 6-inch HOPE Pipe which would be located within an existing roadway (ECR) and partially within the La
Costa Resort property.
In response to your application, the Planning Division has prepared this comment letter. Please note
that the purpose of an Early Assessment is to provide you with direction and comments on the overall
concept of your project. This Early Assessment does not represent an in-depth analysis of your
project. It is intended to give you feedback on critical issues based upon the information provided in
your submittal. This review is based upon the plans. policies. and standards in effect as of the date of
this review. Please be aware that at the time of a formal application submittal. new plans. policies.
and standards may be in effect and additional issues of concern may be raised through a more specific
and detailed review.
PLANNING:
General
1. General Plan and zoning designations for the property are as follows:

a. General Plan: El Camino Real: Prime Arterial; La Costa Golf Course: Open Space (OS).
b. Zoning: El Camino Real: Arterial Roadway; La Costa Golf Course: Planned Community (P-C)
with an underlying zone of Open Space/General Commercial (OS/C-2).
c. The portion of the pipeline that is located within El Camino Real is in the Coastal Zone (Mello
II and East Batiquitos Lagoon/Hunt Properties Segment).
d. Specific or Master Plan: The portion of the pipeline located east of El Camino Real is located
within Planning Area 7 of the La Costa Resort and Spa Master Plan (MP 03-02(B)).
The portion of the pipeline that will be installed in the La Costa Golf Course is within a Special
Flood Hazard overlay zone. Typically, a Special Use Permit (SUP) is required for development in
this overlay zone. However, in this instance an SUP is not required because the project does not

include any structures, it will not alter the existing landform or watercourse, and it will not
reduce the flood-carrying capacity of the site.
3. In accordance with CMC Section 21.110.170 of the Floodplain Management Regulations the
project will be conditioned to comply with the following standards for utilities:
All new and replacement water supply and sanitary sewage systems shall be
designed to minimize or eliminate infiltration of floodwaters into the system and
discharge from systems in to floodwaters.
4. The project requires a Coastal Development Permit (COP). The coastal zone boundary extends
to the easternmost r.o.w. along El Camino Real and the installation of a new pipeline within this
area triggers the requirement for a COP.
5. Please revise the following sheets:
a. Sheet 1-The vicinity map and location map should be revised to show Aviara Parkway on
the west side of El Camino Real and Alga Road on the east side. Also update the names
listed under the Board of Directors.
b. Sheet 11-Please relocate the proposed pipe alignment northward into the parking lot area
so that it is farther away from the creek.
c. Sheet 13 -At Station 79+00, please clarify that the recycled water pipeline will be hung on
the small bridge over the unnamed creek.
d. Sheet 14 -Indicate that trenchless construction will be used to install the pipeline that
crosses under San Marcos Creek near Station 85+00.
ENVIRONMENTAL:
1. This project is a sub-component of Expansion Segment 8 of the Phase Ill Recycled Water Project
and is subject to the Mitigation Measures (MM) that are identified in the Mitigated Negative
Declaration (MND) (EIA 12-02) that was adopted for the Phase Ill project. This project will need
to incorporate MM Bio-lA through BiolF to reduce potential impacts to Biological Resources to
a less than significant level, and MM Haz-1 and Haz-2 to ensure that workers are not exposed to
contaminated sofls. Please include the MM as notes on the plans and/or incorporate the MM
into the contract documents.
2. If SWRCB funds will be used for this project, additional "CEQA-Pius" environmental
documentation will be required.
3. The applicable Project Design Features that are identified in the Phase Ill MND will need to be
incorporated into the project. Please include these features as notes on the plans and/or
include the Project Design Features as an attachment to the contract documents.
