Thank you for submitting an Early Assessment for a sewer station pump replacement project proposed at
7382 Gabbiano Lane, on the north side of Batiquitos Lagoon. The project site is currently developed with
a sewer lift station.
The repairs to the sewer lift station include the removal and replacement of the three {3) lift station
wastewater pumps along with replacement of valves and miscellaneous related fittings, mechanical
appurtenances and electrical components. All improvements will be within the fenced lift station site and
no grading or excavation will occur.
In response to your application, the Planning Division has prepared this comment letter. Please note that
the purpose of an Early Assessment is to provide you with direction and comments on the overall concept
of your project. This Early Assessment does not represent an in-depth analysis of your project. It is
intended to give you feedback on critical issues based upon the information provided in your submittal.
This review is based upon the plans. policies, and standards in effect as of the date of this review. ·Please
be aware that at the time of a formal application submittal. new plans. policies, and standards may be
in effect and additional issues of concern may be raised through a more specific and detailed review.
Planning:
General
1. All work, including staging, contractor parking and storage areas, shall be located within the eight foot
chain link fence area. No trees or sensitive habitat shall be disturbed outside the project limits.
2. The trail, adjacent to the sewer lift station, shall remain open and unobstructed at all times during
construction.
3. The project will not need any permits from Planning; however, the project must comply with C.M.C.
Chapter 8.48-Noise, which regulates permitted hours for construction.
4. The proposed project is located within a Hardline Conservation Area, as depicted in the City of
Carlsbad's Habitat Management Plan (HMP), dated November, 2004. Therefore, construction noise
that could affect the breeding of migratory songbirds and other species shall be avoided. Please add
the following note to the construction drawings and include in the contract documents.

If construction occurs during the bird breeding/nesting season (February 15 through
August 30) a qualified biqlogist shall conduct a focused survey for bird nests not more than
72 hours prior to commencement of construction operation. If nests are present, no loud
construction may take place within 500 feet of active nesting sites during the
nesting/breeding season for listed species and 300 feet for all other species including
raptors. A buffer zone will be established around any identified nests in coordination with
the monitoring biologist. If nests are present, no construction activities shall occur within
any portion of the construction alignment which would result in noise levels exceeding 60
dBA hourly average at the nesting site.
5. Sheet 8 depicts two temporary by-pass pumps. Due to the project's proximity to residential
neighborhoods and location within a Hard line Conservation Area, please state in the construction
Specifications ("Specs") that the temporary by-pass pumps shall be sound attenuated (i.e. 70 dBA at
30 feet).
6. The project is exempt from environmental review per CEQA Guidelines Section 15302(c), concerning
replacement or reconstruction of existing facilities involving negligible or no expansion of capacity. If
requested by you, the Planning Division will record a Notice of Exemption with the County of San
Diego for this project. To do so, your staff planner will need a check for $50 made payable to the San
Diego County Clerk for the filing fee with the County.
Fire Department:
7. Separate comments were previously submitted to you on the 95% plans.
Land Development Engineering:
No comments.
