EA 16-02 -INTERIM PICKLEBALL COURTS

Thank you for submitting an Early Assessment to install four (4} temporary regulation size pickleball
courts, an eight foot perimeter fence and four (4} rolling gates, within the Carlsbad Community Church's
parking lot located at the southeast corner of Oak Avenue and Harding Street.
The picldeball courts would impact 28 out of the 87 parking spaces Monday through Friday when the
courts would be in use. No parking spaces would be impacted on Saturday and Sunday as the four rolling
gates would remain open and the parking spaces accessible.
Planning:
General
1. Since you are proposing a new use on the site an amendment to the Carlsbad Community Church's
CUP (CUP-297) would be required.
2. Since the parking lot is primarily used for church services on the weekend, and underutilized during
the week, staff does not believe the temporary impact to 28 parking spaces during the week would
create parking problems in the area; however, without knowing what the parking demand is during
the week and weekends we are unable to determine the parking needs of the church. Please prepare
and submit a parking study with the CUP application submittal.
3. The project is exempt from environmental review per CEQA Guidelines Section 15304(eL concerning
minor temporary use of land having negligible or no permanent effects on the environment.
