City Council will vote on Professional Service Agreement with Michael Baker on 7/11/17 to begin design

Is the project on City property? If not, has property owner authorization or an easement been secured?
Yes, however a small sliver may need to be acquired for improvements of a right-turn only lane. This could be an
exchange. The area is all landscaping.

Identify the project location. Include specific parcel numbers if possible.
Project location is at the intersection of ECR and College Boulevard. The south / west area at the existing "pork-
chop" existing right turn to si'l~~und College Boulevard.
Identify the project schedule. List critical and desired milestones including dates in the development review and construction
process (e.g., public hearing dates, grant application submittal deadlines, public workshops, construction phasing, etc.).
Design is expected to take a year starting July 2017, with council approval construction could start as early as
January 2019.
DESCRIPTION OF PROPOSAL-Describe the project in as much detail as possible. Use as much space as needed. Attach
additional sheets (drawings, etc.) if necessary. Be sure to identify, if applicable, estimated quantities of grading (including
import/export), construction staging areas on and offsite, areas of sensitive vegetation, unique construction technologies,
proposed facility technologies and byproducts, and any public art component. If preliminary or conceptual plans or exhibits
are available, please include two sets with this transmittal.
The project is located at the intersection of ECR and College Boulevard. A right turn only lane from ECR to
southbound College Boulevard is proposed and the removal of the refuge pedestrian island. Currently a
pedestrian refuge island exists on the southwest corner. Pedestrians desiring to cross ECR or College Boulevard
must first wait for a gap between vehicles to cross the free right and reach the "pork chop" to push the pedestrian
button. Removing the island will provide a safer crossing for pedestrians. The wider and longer storage length of
a dedicated right turn only lane will enhance operations for the thru and right turns. The bike lane striping could
be enhanced for better separation from vehicles as well. The traffic signal will need to-be relocated and possible
modification to signal heads to align with the proper lanes. Additional right-of-way may be necessary to
accommodate the right turn only lane and appropriate storage length on ECR. Considerations to exchange public
right-of-way near College Boulevard may be considered if the free right is removed. A small retaining wall may be
necessary as well along ECR. Other impacts may be the landscaping modifications for both the public and private
areas of right-of-way.
