This report constitutes the Project Scope Report for Project 3391-6 of the City's Local Streets and
Sidewalks Upgrade Program. The report summarizes the issues~ costs and reconunendations
regarding the construction ofsix additional street/sidewalk projects in the ongoing upgrade program
that is improving areas throughout the City. The location of each of the projects is depicted on City
of Carlsbad 100 scale orthophoto maps accompanied by photos of each site. These maps and photos
are considered a pan of this report.
The purpose of the program is to improve pedestrian circulation and safety throughout the City. The
six projects were included in the Cl{V oj Carlsbad SIdewalk Inventory Report prepared by the City
Engineering Department dated February 1991. In additio~ each of the projects was included in a
City Engineer memo dated December 5. 1996 identifYing certain projects for the next 5 year program

2. Relocate/adjust to grade SDG&E vault.
3. Relocate CMWD water meters.

Larkspur Lane); (36' curb to curb on 60' RIW).
2. Add sidewalk from Tamarack to north of Larkspur Lane
3. Obstacles-Fences, landscaping, potentially mature trees.
B. Utility Issues
1 Relocate SDG&E power poles.

1. Total of 12 parcels.
2. Existing 60' R/W.
3. FIA Agreements in place for 4 parcels.

Enyironmental Issues
It is eXl'ected that given the nature of the construction that no significant environmental issues "in
be realized and the Upgrade Program will either be declared categorically exempt or receive a
negative declaration. An Environmental Impact Assessment Form 'will be completed and submitted
to the Planning Department for a final determination of the environmental status.
During the course of the project design phase, each owner will be contacted. The project purpose
will be discussed as well as how the construction may alter an individual parcel including the effect
on existing driveway access, fencing, and Jandscaping and irrigation. No existing trees will be
disturbed without a hearing and decision rendered through the process established Vvith the Parks and
Recreation Commission.
Cost Estimates
Preliminary cost estimates were prepared for each of the six proposed projects. Due to the size of
the individual segments that make up a project, the smaller quantities of construction items involved
and the level of construction detail required, this type of construction does not represent the typical
roadway CIP project. Therefore, the unit costs for construction of typical roadway projects do not
apply. To compensate for this, historical cost data on projects of a similar size and nature was
re\;ewed to ascertain what unit costs may be appropriate.
A summary of bids for Sidewalk Project No. 3391-2 was of a similar size and type and was used to
determine unit costs. This summary had each of the four projects broken into categories that are
typical for these type of projects as well as bid results from two contractors. The categories are as
follows:
• Site Preparation and Grading
• Water (Includes irrigation system and drainage)
• Roadway/Street Improvements
• Amenities and Special Construction (Includes landscaping, Fencing, etc)
Clearly the Roadway/Street Improvements item is the dominant construction category. The analysis
indicated that this category represents on average approximately 55% of the construction costs while
the remaining items make up 45%. Therefore, for preliminary estimating purposes, this method was
used. In addition, the average unit prices for the bids received was also applied. The results of the
analysis are included as Attachment B and summarized on the following page.

The estimated costs above are rounded to the nearest $100. As can be seen by reviewing Attachment
B, the results include a construction contingency of 10% and 15% for Project Management,
Engineering and Inspection.
The amount budgeted for the Local Streets and Sidewalks Upgrade Program has been $300,000 per
fiscal year. The total estimated amount above would represent more than two years of allocations.
However, as indicated previously, there are FIA agreements in place for Park Drive (7 of 17 parcels)
and Adams Street (4 of 12 parcels). Assuming that these parcels would contribute on a simple pro
rata basis, the costs for each of these projects would be adjusted as follows:

This would result in a reduction of $90,200 in the total cost to the City or a revised total cost of
$559,400 which would fit within two years of allocations with some funds to spare.

Recommendations
Following are recommendations regarding the Project Scope:
1. Group projects into two construction packages of approximately $300,000 each for
purposes of preparing final plans, specifications and estimates for advertising and securing
construction bids. Suggested packages:

plans, specifications and estimates.

The following includes infonnation and ideas discussed at our meeting held on May 27, 1997 on the
Scope for Sidewalk Project #6. As a result of the meeting, the project descriptions were revised as
reflected below. Please provide your comments by Wednesday June 11, 1997.
Project Descriptions
I. Cannon Rd. (Carlsbad Blvd to EI Arbol Dr.) ApproL 610 Ft.
Scope Meeting Comments:
-Funded out of TIF budget, not Sidewalk program.
-Comer lot pro\'ided full dedication and contributed $32,000 for construction.
(Must locate the money)
-Improvements to include west bound dual left tum lanes but striped for single
lane until Carlsbad Blvd. widening improvements in place.
A The project consists of the following features and major items:
1. Widen Cannon Rd to full vlIidth-South Side-in accordance ",ith alignment
study entitled Alignment Study Over Portions of Carlsbad Boulevard a1ld
C.all1l01l Road by Leedshill-Herkenhoff, Inc. dated February 22, 1993.
2. Add pavement, curb, gutter, sidewalk.
3. Modify existing traffic signal.
B. Utility Issues
1. Relocate street lights, street signs, SDG&E vaults.
C. Right of Way Issues (See Attachment A -Ownership and PIA Data)

Scope Meeting Comments:
-Focus on improving City owned south side and north side east of developed
parcels.
-No impro~Tements to developed parcels on north side.
-Design knuckle at left tum at east end of street.
A The project consists of the following features and major items.
1. Widen to 40' curb to curb on 60' RIW.
2 Add pavement. curb, gutter, sidewalk to both sides east of developed
parcels on the north and to all of south side.
3 Obstacles-Potentially mature trees
B Utility Issues
1. Relocate SDG&E power poles-south side--adjacent to City Hall
C. Right of Way Issues (See Attachment A -Ownership and FIA Data)
I. Total of 4 parcels--north side; City parcel-south side
2. Existing 40' RIW~ RIW required for all parcels.
3. No FIA Agreements in place.
Ill. Park Drive (Tamarack South to connection point on East side)
Scope Meeting Comments:
-Changed widening improvements to east side of street rather than west.
A The project consists of the following features and major items:
1. Widen to 40' curb to curb on 60' RIW.
2. Add pavement, curb, gutter, sidewalk to east side.
3. Obstacles--Fences. landscaping, potentially mature trees.
B. Utility Issues
1. Relocate SDG&E power poles.

-Need to research number of parcels affected and FIA's.
IV. Jefferson Street (Tamarack to Chinquapin) Approx 735 Ft-Both Sides
Scope Meeting Comments:
-Possible development activity on comer lot which has approximately 380' of

frontage on Jefferson (northwest comer of Jefferson and Chinquapin). Contact
owner on negotiating agreement to have City install frontage improvements
subject to reimbursement by owner. H not willing to agree, install A.C. rolled
curb and sidewalk as interim solution.
-Add curb, gutter and sidewalk improvements to missing segments on east side
of Jefferson.
A. The project consists of the following features and major items:
I. Add pavement, curb, gutter, sidewalk to west side from Chinquapin to
approx 380' north (36' curb to curb on 60' R/W) (Subject to obtaining
agreement as stated above).
2. Add sidewalk and replace damaged C&G on west side from 380' north to
Tamarack.
3. Add curb, gutter and sidewalk improvements to missing segments on
east side of Jefferson.
4. Obstacles-Fences, landscaping, potentially mature trees.
B Utility Issues
1. Relocate SDG&E power poles.
2. Relocate/adjust to grade SDG&E vault.
3. Relocate CMWD water meters.
C. Right of Way Issues (See Attachment A -Ownership and FIA Data)
1. Total of 7 parcels-west side.
2. Existing 60' RIW.
3. RIW needed for curb return at Chinquapin.
4. No FIA agreements in place.
S. Need to research number of parcels affected and FIA's on east side.
V. Jefferson Street (99 Ft So of Magnolia) Approx 100 Ft-"7est side
Scope Meeting Comments:
-Potential drainage problems at location of imprmrements on west side.
-Conduct feasibility study on east side to determine potential improvements to
parking and sidewalks taking into account existing conditions, particularly palm
trees in parkway. Decision to add improvements based on analysis of results and
options.
A. The project currently consists of the following features and major items:
I. Add curb, gutter, sidewalk for 100' (36' curb to curb on 60' RIW).

-Decided not to add any improvements to west side.

1. Add approx 200' of pavement, curb, gutter and sidewalk (North of
Larkspur Lane); (36' curb to curb on 60' RIW).
2. Add sidewalk from Tamarack to north of Larkspur Lane
3. Obstacles-Fences, landscaping, drainage (flat)~ potentially mature trees.
B. Utility Issues
1 Relocate SDG&E power poles.
C. Right of Way Issues (See Attachment A - Ownership and FIA Data)
