4. PROJECT DESCRIPTION:
The project is the implementation of a Settlement Agreement entered into by the City of
CarlsbacL the County of San Diego. and Coast Waste J\tianagement dated August 8, 1997. As
part of the Settlement Agreement, Carlsbad is conducting certain project enhancements funded
by the County of San Diego Solid Waste Division. The enhancements include improvements to
El Camino Real, the intersection of Faraday Avenue and El Camino Real, and the Coast Waste
Management access road per the City's Circulation Element.
The project consists of four components:
a) \Viden Palomar Airport Road on the south side to add one eastbound lane from El Camino
Real to EI Fuerte Street to the right-of-way boundary, and a left turn lane at El Fuerte.
Palomar Airport Road was graded to the right-of-way in 1993 to accommodate this third
eastbound lane.
b) Add a deceleration lane on the east side of El Camino Real from its intersection \vith the
Coast Waste Management access road to about 400 feet north of Palomar Airport Road. The
new lane will be approximately 480 feet in length and will require grading on the east side of
El Camino Real to the right-of-way boundary. The widening will be improved to prime
arterial standards.
c) Improye the Coast Waste Management access road (continuation of Orion Street) from
approximately 300 feet east of El Camino Real to the intersection of Faraday A venue and
Orion Street (a distance of approximately 1,800 feet). The improvements \\i.ll consist of
approximately 48 feet of new pavement per industrial standards, and asphalt berms.
Currently, the access road is a 2-1ane paved roadway.
