STANDARD CONDITIONS
CITY OF CARLSBAD
SPECIFIC PLAN/CONDITIONAL USE PERMIT/VARIANCE/
PLANNED UNIT DEVELOPMENT/SITE DEVELOPMENT PLAN/
SPECIAL USE PERMIT/CONDOMINIUM PERMIT AND
PRECISE DEVELOPMENT PLAN
Development shall meet all requirements of the subdivision, zoning
and building codes, laws, ordinances or regulations of the City of
Carlsbad, and other governmental agencies.. Some of the more
pertinent requirements and procedures of the city are listed below
for your information and concurrence. Please read this list carefully
and feel free to ask for further information or explanation.
1) All conditions for Conditional Use Permit, Variance, Planned
Unit Development and Special Use Permit shall be completed and
the project commenced within 18 months from final city action,
unless otherwise stated as part of the approval. There is no
time limitations for Specific Plans unless required as part of
the approval.
2) Development shall substantially conform to the approved plan.
3) All public improvements shall be made in conformity with city
standards, to the satisfaction of the City Engineer, without
cost to the City of Carlsbad and free of all liens and
encumbrances,
4) Prior .to any construction, the applicant shall submit plans
to the appropriate entity providing domestic water to the
proposed development,- for its approval of the location, type
and adequacy of water lines,
5) Prior to any construction, the applicant shall obtain approval
from the City Fire Department of the location and size of
fire hydrants.
6) The applicant shall install all required fire hydrants and
dry-stand pipes prior to framing construction, and said fire
appurtenances shall be functional prior to commencing such work.
7) Street trees, as required by the city, shall be installed by
the applicant at applicant's expense. Trees shall be of a type
approved by the Parks Department and shall be installed to their
specifications. If removal of any existing trees is required
by the city, said removal shall be at the applicant's expense.
It shall be the responsibility of the applicant to make all
arrangements with the Parks Department concerning the require-
ments of this condition.
8) A detailed grading plan which includes proposed drainage
and erosion control landscaping or other measures such as
desilting basins shall be approved by the City Engineer.
9) Immediately after grading, erosion control landscaping and/or
other measures such as desilting basins shall be installed.
This control may be the final landscaping if so approved.
10) A detailed landscape and sprinkler plan shall be submitted
for Planning Director's approval for all graded slopes 5'
or greater in height and any other areas required by law,
11) Prior to final building inspection clearance, all landscaping
and irrigation systems shall be installed or adequate
bonding accepted. Said landscaping shall be maintained in
a manner acceptable to the Planning Director. .

12) No signs or advertising of any type whatsoever shall be erected
or installed until plans thereof have been approved by the
City of Carlsbad.
As part of the approval process, the City may modify these conditions
or add others, especially those of a more specific nature. The
applicant will be notified of these modifications or additions by
resolution.

STANDARD CONDITIONS
CITY OF CARLSBAD
TENTATIVE SUBDIVISION MAP
Subdivision and development shall meet all requirements of the
subdivision, zoning, building codes; and General Plan and other
laws, ordinances or regulations of the City of Carlsbad, and other
governmental agencies. Some of the more pertinent requirements
and pr(cedures of the city are listed below for your information
and concurrence. Please read this list carefully and feel free to
ask for further information or explanation.
1. Final map shall be completed within 18 months from the date
of final City Council action on the tentative subdivision map.
Two extensions of-one year each may be approved by City Council
upon staff review of the original decision.
2. The final map shall substantially conform to the tentative
subdivision map. If otherwise, the final map will be rejected
and new tentative subdivision map hearings will be required for
the revised plan..
3. All public improvements shall be made in conformity with the
subdivision ordinance and other city standards, to the
satisfaction of the City Engineer, without cost to the City of
Carlsbad and free of all liens and encumbrances.
4.. .Prior to any construction, the applicant shall submit plans
to the appropriate entity providing domestic water to the
proposed development, for its approval of the location, type
and adequacy of water lines..
5. Prior to any construction, the applicant shall obtain approval
from the City Fire Department of the location and size of
fire hydrants.
6. The applicant shall install all required fire hydrants and
dry-stand pipes prior to framing construction, and said fire
appurtenances shall be functional prior to commencing such
work.
7. Street trees, as required by the city, shall be installed by
the applicant at his expense. Trees shall be of a type approved
by the Parks Department and shall be installed to their
specifications. If removal of any existing trees is required
by the city, said removal shall be at the applicant's expense.
It shall be the responsibility of the applicant to make all
arrangements with the Parks Department concerning the
requirements of this condition.
8. A detailed grading plan which includes proposed drainage and
erosion control landscaping and for other measures such as
desilting basins shall be approved by the City Engineer prior
to final map.
9. Immediately after grading, erosion control landscaping and/or
other measures such as desilting basins shall be installed.
This control may be the final landscaping, if so approved.
10. A detailed landscape and sprinkler plan shall be submitted for
Planning Director's approval for all graded slopes 5' or
greater in height and any other areas required by the city.
11. Prior to final building inspection clearance, all landscaping
shall be installed or adequate bonding accepted. Said
landscapinq shall be maintained in a manner acceptable to the
Planning Director.

TENTATIVE SUBDIVISION MAP
CITY OF CARLSBAD
The Subdivision Map Act and the Carlsbad Municipal Code sets a
fifty (50) day time restriction on Planning Commission processing
of Tentative Maps and a thirty (30) day time limit for City
Council action. These time limits can only be extended by the
mutual concurrence of the applicant and the City. By accepting
applications for Tentative Maps concurrently with applications
for other approvals which are prerequisites to the map; i.e.,
Environmental Assessment, Environmental Impact Report, Condominium
Plan, Planned Unit Development, etc., the fifty (50) day time
limits and the thirty (30) day time limits are often exceeded.
If you wish to have your application processed concurrently,
this agreement must be signed by the applicant or his agent. If
you choose not to sign the statement, the City will not accept
your application for the Tentative Map until all prior necessary
entitlements have been processed and approved.
The undersigned understands that the processing time required by
the City may exceed the time limits, therefore the undersigned
agrees to extend the tiiue limits for Planning Commission and
City Council action and fully concurs with any extensions of
time up to one year from the date the-application was accepted

RECOMMENDED MITIGATION FOR THE CARLSBAD HIGHLANDS PROJECT
I. TRAFFIC CIRCULATION
1. The applicant should construct the full width of Can-
non Road on-site and a half width west of the site to El Ca-
mino Real to provide access to the site.
2a. If Cannon Road must accommodate all project traffic,
the applicant should construct two lanes for through and
right-turn traffic and a left-turn lane on Cannon Road at El
Camino Real when traffic conditions warrant.
2b. If the Cannon Road/El Camino Real intersection must
accommodate all project traffic, the applicant, and any other
area developers whose projects contribute traffic to this in-
tersection, should finance and provide for the installation
of a traffic signal by the time the intersection is utilized
by approximately 4,300 ADT on Cannon Road.
3. Any combination of proposed project traffic and
Oceanside project traffic resulting in a volume of 4,300 ADT
on Cannon Road at El Camino Real, will require signalization
of the Cannon Road/El Camino Real intersection. In this
case, as in the "worst case" situation above, the applicant
and any other developers whose projects impact this intersec-
tion should be required to provide for the installation of a
traffic signal and to construct two lanes for through and
right-turn traffic and one lane for left-turn traffic on Can-
non Road.
The impact of the "shortcut" traffic originating to the
east of the proposed project on the Cannon Road/El Camino
Real intersection is not expected to be significant. The
combination of proposed project and Oceanside project traffic
will have necessitated the signalization of this intersection
long before the "shortcut" is expected to be complete, i.e.,
in 1986-87. In addition, it is possible that financing for
Melrose Drive will not be secured by the City of Vista in
order to complete the "shortcut" route by 1986-87. On the
other hand, the impact of shortcut traffic on Cannon Road may
not happen if Melrose Drive is completed through to Palomar
Airport Road by area developments, which would create a
shorter route to the Palomar Airport industrial area.
4a. A traffic signal should be installed at the inter-
section -of Cannon Road and E Street if the "shortcut" is com-
plete. The financing for this signal should be provided by
all area developers whose projects contribute to the traffic
. .
impact at this intersection. However, it is probable that a
signal will not be necessary for at least five or six years,
or more.
4b. If it appears, near the time of completion of the
"shortcut" described above, that traffic impacts at the in-
tersections on Cannon Road will become significant before
adequate capacity is available, the City of Carlsbad should
consider delaying the completion of Cannon Road to the east-
erly city boundary. This delay of the completion could be
maintained until road and intersection capacities are ade-
quate to accommodate the additional traffic.
The completion of the area circulation system, in itself,
should reduce the impact of project traffic on the Cannon
Road/El Camino Real intersection due to the redistribution of
this traffic to other streets. For example, approximately
3,400 ADT bf a project total of 6,580 ADT would travel east
on Cannon Road when the system is complete. Additional proj-
ect traffic would use College Boulevard, further reducing the
project impact to El Camino Real.
5. As the area in the vicinity of the proposed project
develops, the City of Carlsbad should require that all area
developers contribute to the mitigation of the cumulative im-
pacts to the circulation system. Measures required by the
city for a given project should be in proportion to that
project's impact on the system.
II. ARCHAEOLOGICAL RESOURCES
6a. If the preservation alternative for mitigation of
the archaeological resources that would be impacted by the
project is selected by the applicant, the procedures de-
scribed in the archaeological survey report (Appendix D)
should be followed. Briefly, those measures would involve
surface collecting, mapping, and subsurface testing of each
cultural site impacted by the development. Once delineated,
each archaeological site should have a buffer zone set around
it, and the site should be fenced or sodded over. A report
should be prepared by the archaeologist detailing the find-
ings of the tests. These measures should be completed by a
qualified archaeologist before the issuance of a building
permit.
6b. If preservation is not considered feasible for eco-
nomic or other reasons by the applicant, the data recovery
program-alternative described in the archaeological survey
report (Appendix D) should be made a condition of the tenta-
tive map. Briefly, this would involve surface collection,
. .
subsurface testing, and mapping of each impacted site. Mill-
ing features SDM-W-2876B and SDM-W-2876C should be photo-
graphed and mapped. Depending on the results of the initial
testing at each site, a series of test excavations should be
performed if considered necessary by a qualified archaeolo-
gist. Any artifactual material found should be cleaned,
catalogued, and analyzed. A report should be prepared to
document the results of the analysis and the regional signif-
icance of the cultural materials.
7. If the plans for the alignment of the off-site sewer
line along the southern boundary of the Lake Calavera Hills
property become available, the potential impacts to archaeo-
logical site SDM-W-1292 should be evaluated by a qualified
archaeologist. Measures recommended by the archaeologist to
mitigate any impacts to the site should be implemented by the
applicant of the proposed project before issuance of a build-
ing permit.
III. BIOLOGICAL RESOURCES
8a. The cumulative loss of habitat in the region is a
significant irreversible impact which is best mitigated at
the regional or local governmental levels. Prime habitat
areas should be incorporated into the City of Carlsbad park
and open space system. Developers should be encouraged by
the city to retain areas that lie within this overlay in
permanent open space.
8b. The proposed project should be designed such that
natural areas which are left in open space are not isolated
from surrounding open space areas. This will allow faunal
species to utilize larger areas of interconnecting open space
for foraging and habitat.
9. No mitigation is available for the loss or displace-
ment of vertebrate species from the site except leaving the
project site in its partially natural state. This alterna-
tive is discussed in the Project Alternative section of this
report.
10. The riaprian woodland on-site should be protected
from the impacts resulting from the construction of Cannon
Road. The Oak portion of the woodland and the lower portion
of the adjoining mixed chaparral slope to the south should be
placed in permanent open space. The Oak woodland should be
further protected by implementation of the procedures de-
scribed-in the Biological Resources section of this report.
These procedures include staking the periphery of the wood-
land and installing slough fences prior to grading activities
. .
and preparation of an updated aerial photogrammetric topo-
graphic survey in order to insure an accurate alignment of
Cannon Road to avoid the Oak woodland.
11. Energy dissipators and other erosion-control mea-
sures should be incorporated into the project design to pre-
vent both on-site and downstream off-site erosion and sedi-
mentation. Such measures are described in the Hydrology and
Water Quality section of this report.
IV. LAND USE AND ZONING
12. Measures to mitigate the need for the city to pro-
vide services across currently undeveloped area to the proj-
ect site are described in the Schools, Fire Protection,
Sewer, and Traffic Circulation sections of this report.
Those measures should be incorporated into the project to
reduce the potential impact to the goals of the general plan.
13. Mitigation of the impact to the goals of the general
plan to retain the on-site riparian plant community in open
space cannot be fully achieved without selection of the no
project alternative, which is discussed in the Alternatives
to the Proposed Action section of this report. Measures to
avoid the impact of grading to the Oak portion of the ripar-
ian community, which are described in the Biological Re-
sources section of this report, should be incorporated into
the project.
V. HYDROLOGY AND WATER QUALITY
Erosion and sediment production in runoff waters during
and after construction should be minimized by the developer
through adherence to the Carlsbad grading ordinance and by
the implementation of the following procedures:
14a. The time during which soil is exposed to erosion
should be minimized through a close phasing of the clearing,
grading, paving, and construction operations.
14b. The project should be implemented in a series of
phases to avoid the exposure of all soils on the property to
erosion at once.
14c. Grading activities should be timed to avoid the
rainy season.
14d. Landscaping to provide slope stabilization and to
minimize erosion should be installed as soon as possible
after the grading operation is completed. Landscaping in
common areas should be maintained by a homeowner's associa-
tion and that on private lots should be maintained by indi-
vidual homeowners.
14e. The tops of all graded pads should be graded to
drain away from all manufactured slopes and supplied with
small berms around their perimeters.
14f. Graded roadbeds and down drains should be sand-
bagged in all areas subject to erosion in order to minimize
erosion and sediment transport. This measure should be main-
tained until roadbeds are paved.
14g. Permanent energy dissipators should be installed at
points where erosive velocities occur to reduce exit veloci-
ties to that of the natural stream gradient.
15. During grading and construction, all waste chemi-
cals, lubricants, paints, and fuels should be properly con-
tained and transported off the site where they should be re-
cycled or destroyed. Controlling chemical loads in runoff
after the project is occupied depends primarily upon individ-
ual usage and disposal of detergents, petroleum products,
fertilizers, pesticides, and other chemical wastes.
VI. NOISE
16a. Potential noise impacts at residential dwellings on
lots 757 through 766 should be completely mitigated by con-
struction of a continuous block wall at least four feet in
height along the top of the fill bank along Cannon Road. The
noise attenuation provided by the solid wall on these lots
would be approximately 7 dBA, which would lower noise levels
to an acceptable 65 dBA or less on the lot areas nearest Can-
non Road.
16b. Appropriate structural insulation materials should
be installed in the upper stories of any multi-story dwell-
ings built on lots 757 through 766 to reduce indoor noise
levels to an acceptable 45 dBA or less.
17. When and if surrounding areas are developed, noise
originating from the proposed project traffic should be miti-
gated by the developers of those areas as required by the
City of Carlsbad.

VII. TOPOGRAPHY AND VISUAL AESTHETICS
Several measures should be incorporated into the project
design to reduce the visual impacts of landform
modifications.
18a. About 20 acres should be left in natural open
space, including areas of steep slopes, as shown on the ten-
tative map.
18b. An additional 30 acre s should be landscaped and re-
tamed as usable open space for both active and passive rec-
reational uses, as shown on the site plan.
18c. Areas of usable open space should connect the resi-
dential areas with the major recreation center and the pro-
posed Lake Calavera Regional Park.
19a. Graded slopes, both on-site and off-site, should be
landscaped to reduce visual impacts, erosion, and siltation.
19b. All graded slopes, with the exception of small
sideyard slopes between lots, should be rounded at the tops
and bottoms and blended with the natural topography at the
sides to reduce visual impacts.
19c. Detailed landscape and irrigation plans should be
submitted to the engineering department before issuance of a
grading permit.
20a. The alignment of Cannon Road should be designed
such that the Oak riparian plant community is preserved and a
minimum amount of grading is required.
20b. The impact to the visual quality of the on-site
riparian plant community should be partially reduced by the
landscaping of manufactured slopes with drought-resistent
native plant species.
VIII. GEOLOGY AND SOILS
Mitigation measures for potential geotechnical hazards,
which are summarized in the following, are described in more
detail in the geologic reconnaissance report prepared by
Southern California Soil and Testing, Inc. (Appendix F). The
recommendations presented in the geotechnical report are in-
corporated herein by reference. Briefly, the geotechnical
report recommendations are stated in the following:
. .
21. No special recommendations are recommended for bed-
rock accelerations of 0.25g, according to the Southern Cali-
fornia Soils and Testing geologist, since woodframe construc-
tion in accordance with the uniform building code is adequate
to withstand accelerations of this magnitude.
22a. A qualified soils engineer should be employed to
inspect and test the earthwork in accordance with the specif-
ications' listed in the geotechnical report (Appendix E).
22b. Areas to be occupied by pavements should have sub-
grade soils scarified to a minimum of 12 inches, brought to
optimum moisture content, and then recompacted.
22c. In areas where formational contacts occur, the na-
tive material should be undercut to at least one foot below
the base of proposed footings and the soils replaced as uni-
formly compacted fill in order to reduce the effects of dif-
ferential settling.
22d. All expansive soils should be removed to a depth of
at least 2.5 feet below the intended finish grade and re-
placed with nonexpansive soils. If capping of lots with non-
expansive soils is not feasible, specially designed footings
and on-grade slabs should be utilized according to the recom-
mendations of the soils engineer.
22e. Foundations should be constructed according to
recommendations of a soils engineer based upon lot-by-lot
testing procedures designed to determine the expansibility of
the soils.
22f. As required by the State of California Division of
Real Estate, the soil engineer and engineering geologist
should review and verify the compliance of the final grading
plan with the geotechnical report and with Chapter 70 of the
uniform building code.
23a. Loose soils and landslide debris should be removed
to firm, natural ground and then replaced and uniformly
compacted.
23b. Manufactured slopes should not exceed a 2:1 ratio
and should be subject to the inspection and recommendations
of the soils engineer.
. .
23c. Graded slopes should be planted with slope stabil-
izing plants adapted to the semiarid climate.
24. For any structures to be constructed over the small
inactive fault on the project site, foundations should be
constructed according to the recommendations of a qualified
soils engineer based on lot-by-lot testing procedures de-
signed to determine the relative expansibility of soils on
either side of the fault.
IX. CLIMATE AND AIR QUALITY
25a. The proposed project is consistent with the land
uses and densities allowed in the city general plan and zon-
ing ordinance.
25b. The air pollution controls prescribed in the 1978
Revised Regional Air Quality Strategies (RAQS) should be im-
plemented by the responsible government agencies and by area
development to improve the regional air quality. Those con-
trols include the use of carpools and vañpools, the improve-
ment of mass transit to major work and shopping centers, and
the expansion of bicycle facilities for local trips.
25c. The extension of bus service to the project by the
North County Transit District (NCTD) should be encouraged by
the City of Carlsbad in order to provide an alternative to
the personal automobile and to reduce the number of vehicle
trips.
25d. Bus stops and signs should be provided by the de-
veloper at locations subject to approval of NCTD and the City
of Carlsbad planning director, according to city council
policy.
25e. Solar energy should be utilized to heat swimming
pools and water heaters to reduce the consumption of energy
generated by fossil fuels and the associated air pollutants.
25f. Other measures which should be considered for
implementation to reduce energy consumption are described in
the Energy Conservation section of this report.
25g. Dust should be controlled during construction by
adherence to the City of Carlsbad grading ordinance.
. .
25h. After grading, to control dust, landscaping should
be planted and maintained in all areas not to contain struc-
tures or pavement.
X. ENERGY CONSERVATION
Energy-saving measures which should be incorporated into
residential project designs are policy matters that should be
decided by city officials. Measures to conserve energy re-
sources that should be considered for incorporation into the
proposed project include the following:
26a. Installation of R-11 wall insulation and R-19 ceil-
ing insulation in dwelling units in accordance with state
standards.
26b. Installation of low flow faucets and showerheads.
26c. Installation of heat pumps in those units that are
air conditioned.
26d. Installation of solar panels for water and space
heating in all units.
26e. Orientation of buildings with the long axis east-
west, resulting in a reduction of east- and west-facing walls
to accommodate passive solar heating.
26f. Limited window surface area with larger, shaded
windows on south walls and smaller windows and heavier insul-
ation on north walls.
26g. Installation of double-paned windows.
26h. Provision of outside shades and awnings for
windows.
26i. Provision of exterior shading with vegetation, us-
ing coniferous trees on the north side and deciduous trees on
the south side of residences.
26j. Installation of light-colored roofs and ventilated
attics.
26k. Provision of solar heating for swimming pools.

261. Installation of weather stripping around doors and
windows.
All of these measures would help to reduce the energy de-
mand of the proposed project but would also add to the con-
struction cost of each dwelling unit. Information on addi-
tional measures which can be implemented to reduce energy
consumption is available by contacting SDG&E or the city
planning department.
XI. PUBLIC SERVICES
a) Schools
27a. The developer will be required to contribute school
impact fees by the school district.
In addition, the school district capacity could be in-
creased by implementation of one or more of the following
measures:
27b. The city and the school district should consider
the expansion of existing facilities or the construction of
new facilities to meet the demand of new development. Fi-
nancing for new facilities is partially paid for by school
impact fees paid by developers. Bond issues are an addi-
tional means that should be considered by the school district
and the city to finance new school facilities.
27c. Year-round school should be considered by the
school district as a means to increase school capacities.
This system can increase school capacities by up to 30
percent.
27d. Double sessions should be considered by the school
district as an alternative means of increasing enrollment
capacities.
27e. The leasing or purchasing of relocatable classrooms
and installation of these units in schools that need addi-
tional capacity should be considered by the school district.
All schools servicing the proposed project can accommodate
relocatable units.
b) Fire Protection
28a. A one-acre public facility site on the Lake Cala-
vera Hills property is currently being studied as a possible
location of a fire station. A station at this location could
serve the proposed project within the five-minute response
time. However, a station must first be built, and College
. .
Boulevard would have to be extended to Cannon Road. The ex-
act timing for construction of both the station and College
Boulevard are presently unknown.
28b. Another station is planned to be located in the San
Francisco Peak area of Oceanside to the east of the proposed
project. The developer of the South Ridge Trails project is
to dedicate the land and grade the site for a station, which
is planned to be built by the City of Oceanside. Utilization
of fire services from this station would require an
automatic-aid agreement between the cities of Oceanside and
Carlsbad. Additionally, Cannon Road would have to be con-
structed to the proposed project through the Leisure Village
and South Ridge Trails projects. Service from this station
to the project would be within the five-minute response time.
The timing of completion of this station and Cannon Road to
the project is not presently known.
28c. The City of Carlsbad is currently trying to acquire
land for a new fire station near the El Camino Real/Palomar
Airport Road intersection. If constructed, a station at this
location could provide a secondary response to the proposed
project in a time of about eight minutes.
28d. In summary, for adequate fire service to be pro-
vided, a new fire station would have to be built, or an ex-
isting station relocated closer to the proposed project. The
fire department recommends as a possible mitigation measure
that the decision makers consider having the applicant in-
stall sprinkler systems in residences to be occupied before
adequate fire service is available to the project.
28e. A source of revenue for funding capital improve-
ments in the city is the public facilities fee paid by devel-
opers. The applicant should be required to pay the appropri-
ate public facilities fees for the residential units
proposed.
c) Police Protection
29a. The applicant should pay the required public facil-
ities fees, which are allocated by city council for capital
improvements.
29b. Neighborhood associations should be established by
homeowner's or neighborhood associations as an additional
means of curbing crime.
. .
d) Water
Although the existing water facilities are adequate to
serve the proposed project, water consumption should be re-
duced by the use of the following measures, which are re-
quired by state law.
30a. The proposed project should incorporate flow-
restricting faucets and showerheads, low-volume water
closets, and insulation of hot water lines in water recircu-
lating systems.
30b. Additional measures which should be implemented in
the proposed project, where applicable, are listed in the
Utilities section, Water subsection of this report.
e) Sewer
The Lake Calavera Sewage Treatment Plant will service the
subject property when completed. This plant will become op-
erative when sufficient effluent is generated to allow the
plant to operate efficiently. In the interim, building per-
mits will not be issued unless the city council allows temp-
orary connection to the Encina facility.
31. The applicant should pay all costs associated with
the connection to the sewer district and dedicate all sewer
improvements to the City of Carlsbad.
f) Solid Waste
32. At the present time, no mitigation should be re-
quired for collection or disposal of solid wastes. However,
in the future, this service may require that alternative
measures, such as recycling reusuable waste products, be
implemented. Ultimately, a significant reduction of solid
waste may require society-wide changes in packaging regula-
tions, pricing structures, and attitudes toward the recycling
of nonrenewable resources.
g) Hospitals
33. Further expansion of Tr-City Hospital or the con-
struction of an additional hospital facility should be inves-
tigated by the State Department of Health when area hospitals
again approach overcrowded conditons.

h) Libraries
34. No specific mitigation measures should be required
for library services.
1) Shopping Facilities
35. No mitigation measures should be required in that
existing regional and community shopping centers, in addition
to those in neighboring projects with approved plans, will
provide adequate service to the proposed project.
j) Public Transportation
36a. The planned extension of Cannon Road by the appli-
cant, which must be completed before the first dwelling units
are occupied, will facilitate the extension of bus service to
the proposed project.
36b. Bus stops and signs should be provided by the ap-
plicant at locations subject to the approval of NCTD and the
City of Carlsbad planning director, according to city council
policy.
k) Agricultural Resources
37a. Prime soils on the property should remain undevel-
oped and available for agricultural production. However, it
is not likely that an eight-acre area of prime soils on the
site could, by itself, exist as a viable farming unit.
37b. Portions of the project site currently under agri-
cultural production should be made available by the property
owner for continued agricultural uses until the individual
project phases are developed. This measure will temporarily
postpone the loss of farmland.
