Dear Mr. Grimm:
WESTEC Services is pleased to respond to your request for a proposal to prepare a
Subsequent EIR for the HPI development project in Carlsbad. The document will in-
corporate by reference portions of the previous EIR for this site, but the subsequent
EIR will be a separate report. As you know, our firm prepared the EIR for the initial
annexation and development proposal, so we're very familiar with the site and relevant
issues. WESTEC will utilize the services of Willdan Associates to complete the revised
traffic analysis for inclusion in the EIR and the remainder of the work will be per-
formed by our in-house staff.
Project Team
Mr. Thomas Larkin will serve as Senior Project Manager to provide overall project
direction and quality assurance. Mr. Larkin serves as Manager of the Urban Studies
Group at WESTEC Services. He will attend any scoping meetings and public hearings
for the project. David Claycomb will serve as Project Manager and will be responsible
for the day-to-day direction of the project team. Ms. Terri Jacques will serve as key
environmental analyst and Mr. Stephen Lacy will conduct biological evaluations. Com-
plete resumes of project team members have been forwarded to you previously. Table 1
shows expected project team member contributions to the preparation of this EIR:

Schedule
The preliminary Draft EIR will be prepared and three copies submitted for review
by the City of Carlsbad within 4 weeks of official notification to proceed and receipt of
all project information, including the Lagoon Enhancement Plan. This schedule com-
mitment (and the cost discussed below) assumes that no significant changes in the
description or scope of the proposed project occur once we have begun our analysis
efforts.
Following review of the preliminary Draft EIR by the City of Carlsbad, WESTEC
Services will revise the document, as necessary, in response to any comments, and
prepare 50 copies of the Draft EIR, including 1 reproducible copy, for public review
within 2 weeks.
At the end of the EIR public review period, WESTEC Services, in consultation
with the City of Carlsbad, will prepare responses to comments. Comments and res-
ponses will be combined with the Draft EIR to constitute the Final EIR. The Senior
Project Manager will attend a maximum of four public hearings.
Cost
The estimated cost for preparing the Subsequent EIR for the proposed project is
$16,600.00, plus time-and-materials charges for all work performed in conjunction with
the biological resources evaluation. The fee includes preparation and submittal of 3
copies of the preliminary Draft EIR, integration of modifications requested by the City,
submittal of 50 copies of the Draft EIR in 3-ring binders (including 1 reproducible copy),
response to public comments to the Draft, and attendance at a maximum of four public
hearings with presentations, as necessary, at the hearings. A breakdown of this esti-
mated cost is provided below in Table 2:
