Dear Mr. Westman:
This letter is in response to the Notice of Preparation for a draft environmental impact report for the above mentioned
project. The City of Encinitas has the following concerns as it relates to the Green Valley Master Plan:
1. The proposed project, which is accessed off of El Camino Real, will create additional traffic impacts to Encinitas'
circulation system especially along El Camino Real, Encinitas Boulevard, Olivenhain Road, and the future
extension of Leucadia Boulevard.
r 2. Increase in traffic on Encinitas' circulation system from surrounding jurisdictions places an unfair burden on
Encinitas, in a regional context, as Encinitas is financially responsible to prepare a Deficiency Plan when major
arterials (1-5, El Camino Real, Olivenhain Road and Manchester Avenue) fall below regional standards for level of
service.
3. The City also has a concern about the land use compatibility and economic viability of having two commercial
projects of a similar scale, together totalling over one million square feet, immediately adjacent to one another.
4. The commercial development and access off of El Camino Real will impact the existing riparian habitat. These
impacts should be minimized.
5. The alternatives section of the EIR should evaluate other non-commercial land use scenarios.
