Project Description: Request for approval of a General Plan Amendment, Master Plan Amendment,
Vesting Tentative Tract Map, Planned Development Permit. Hillside Development Permit, and Special
Use Permit to subdivide and grade a 201.37 acre site into 345 lots including 308 single-family residential
lots, 2 multi-family lots for the future development of 364 dwelling units. one 12 acre commercial lot, 5
open space lots. 5 neighborhood recreation lots, 1 Community Facilities lot. 9 private street lots, and 14
lots to be owned by future Home Owners' Associations.
This is to advise that the City ,of Carlsbad has approved the above described project on 03/11/2014, and
has made the following determination regarding the above described project.
1. The project will not have a significant effect on the environment.
2. This project was reviewed previously and a(n) Mitigated Negative Declaration was prepared

3. Mitigation measures were made a condition of the approval of the project.
4. A mitigation reporting or monitoring plan was adopted for this project.

configurations of Planning Areas. modify land uses. and modify future development standards within
the previously approved Robertson Ranch Master Plan for the West Village and approval of a
Vesting Tentative Tract Map. Hillside Development Permit. Special Use Permit. and Habitat
Management Plan Permit to subdivide the propertv into planning areas as defined by the Master Plan
as well as associated master plan mass grading and improvements including backbone streets and El
Camino Real along the project frontage on 201.37 acres of land located north of El Camino Real
south of Tamarack A venue and west of Cannon Road in Local Facilities Management Zone 14.
This is to advise that the City of Carlsbad has approved the above described project on December 4,
2012, and has made the following determination regarding the above described project.

PROJECT DESCRIPTION: Request for a recommendation of approval for a General Plan Amendment and
Master Plan Amendment to establish land uses, Planning Areas, and future development standards
within the Robertson Ranch West Village and approval of a Tentative Tract Map, Hillside Development
Permit, Special Use Permit, and Habitat Management Plan Permit to subdivide the property into
planning areas as defined by the Master Plan as well as associated master plan mass grading and
improvements including backbone streets and El Camino Real along the project frontage on 201.37
acres of land located north of El Camino Real south of Tamarack Avenue and west of Cannon Road in
Local Facilities Management Zone 14.
DETERMINATION: The City of Carlsbad has conducted an environmental review of the above described
project pursuant to the Guidelines for Implementation of the California Environmental Quality Act and
the Environmental Protection Ordinance of the City of Carlsbad. As a result of said review, the initial
study (EIA Part 2) identified potentially significant effects on the environment, and the City of Carlsbad
finds as follows:
D Although the proposed project could have a significant effect on the environment, there will not be
a significant effect in this case because the mitigation measures described on the attached sheet
have been added to the project.
IZJ The proposed project MAY have "potentially significant impact(s)" on the environment, but at least
one potentially significant impact 1) has been adequately analyzed in an earlier document pursuant
to applicable legal standards, and 2) has been addressed by mitigation measures based on the
earlier analysis as described on attached sheets. (Mitigated Negative Declaration applies only to
the effects that remained to be addressed).
D Although the proposed project could have a significant effect on the environment, there WILL NOT
be a significant effect in this case because all potentially significant effects (a) have been analyzed
adequately in an earlier ENVIRONMENTAL IMPACT REPORT or NEGATIVE DECLARATION pursuant
to applicable standards and (b) have been avoided or mitigated pursuant to that earlier
ENVIRONMENTAL IMPACT REPORT or NEGATIVE DECLARATION, including revisions or mitigation
measures that are imposed upon the proposed project. Therefore, nothing further is required.
A copy of the initial study (EIA Part 2) documenting reasons to support the Negative Declaration is on file
in the Planning Division, 1635 Faraday Avenue, Carlsbad, California 92008.
