Description/Explanation:
The Village & Barrio Plan is a proposed stand-alone master plan, regulating only land use and
development in the Village and Barrio areas of Carlsbad. It will include policies and appropriate
development and land use regulations to implement the community's vision for the Barrio and the
Village. The master plan's contents will address and provide standards for land use, development, signs,
parking, and the design review and the development approval process. Additionally, the master plan will
include design guidelines for the two neighborhoods.
Public input is important for this project. Input opportunities began in August 2014 when a project input
website known as MindMixer was launched. This website will be active thorughout the project to enable
people to continue to express their ideas and concerns. In September 2014, two weeks of intensive
public workshops were also held. These workshops ocurred in various locations in the Village and Barrio.
A draft of the Village & Barrio Plan will be produced for public review in early 2015. The plan is
anticipated to go to hearing before Planning Commission and City Council in spring 2015.

IV. SUMMARY OF AMENDMENT PROPOSAL
The Carlsbad City Council approved the Village and Barrio Master Plan on July 10, 2018; related
ordinances were approved and adopted on July 24. Master plan approval required several discre-
tionary actions, including a Local Coastal Program Amendment, Zone Code Amendment and Zone
Change. The master plan establishes a vision, goals and polices, standards and guidelines; its pas-
sage does not directly approve any specific project.

Master plan boundaries encompass the city's downtown (Village) and the southerly adjacent Bar-
rio. The Village and Barrio are located at the northwestern edge of the city, west of Interstate 5,
extending almost to the coastline, and approximately between Buena Vista Lagoon and Tamarack
Avenue. The 350-acre master plan area is mostly developed; approximately 150 acres are in the
Coastal Zone.
The Village and Barrio Master Plan replaces the Village Master Plan and Design Manual and the
general zoning districts and standards applicable in the Barrio. The master plan is effective outside
the Coastal Zone as of August 24, 2018.
Master Plan changes proposed include:
• New land use and zoning designations to recognize the new master plan
• Revisions to the Zoning Ordinance text
• The merger of the present Village Area segment with a portion of the Mello II segment,
resulting in a new “Village-Barrio” segment
• Minor text and graphic revisions to the city’s Local Coastal Program policy document

Provided are the following:
a. Village and Barrio Master Plan, revised to include all changes approved by the City Coun-
cil. Three copies are provided as a separate part of this submittal. The City Council ap-
proved the master plan by adopting Ordinance CS-335, part of Attachment 9d.
b. Attachment 2, which includes the following information consolidated for convenience
from the other addendum attachments.
i. Zoning Ordinance text changes in strikeout/underline format (also provided as
Attachment 7 to the April 18, 2018 Planning Commission staff report, Attachment
9a).

3. Amendment’s relationship to and effect on other sections of the previously certified LCP
The Village and Barrio Master Plan would repeal and replace the Village Master Plan and Design
Manual, approved by Coastal Commission in 1996 and amended periodically since. The proposed
plan also replaces the Local Coastal Program land use and zoning designations for the Village and
Barrio as those areas are defined by the proposed master plan.
The existing Village Master Plan and Design Manual serves as both the LCP land use plan (LUP)
and implementation plan (IP). The proposed plan would continue to serve in this capacity and
expand it to include the Barrio. In addition, the existing Village Area LCP segment, coterminous
with the boundaries of the existing master plan, would be merged with the portion of the Mello
II segment that encompasses the Barrio area. The merger would result in the new, unified Village-
Barrio segment consistent with the new master plan’s boundaries. Further, a few scattered prop-
erties along or near Carlsbad Boulevard, within the existing and proposed master plans but part
of the Mello II segment, would be added to the new Village-Barrio segment. Maps provided with
Attachment 2 show the proposed changes.

Attachment 2 also includes the minor text and map changes to Chapter 1, Section D (History) of
the city’s LCP policy document are proposed to recognize the Village and Barrio Master Plan and
the Village-Barrio segment. The chapter’s LCP segment boundaries exhibit would also be revised
to reflect the new segment and corresponding boundary changes. No further changes are pro-
posed to the LCP policy document.
4. Zoning measures that will implement the LCPA
Proposed changes to the Zoning Ordinance text (ZCA 16-01) and map (ZC 16-01) point the reader
to the Village and Barrio Master Plan. A single zoning designation, “V-B” or Village-Barrio Zone,
would represent the entire master plan area. This will replace the current “V-R” or Village-Review
Zone and the different zoning designations in the Barrio.
Similarly, ZCA 16-01 would change various Zoning Ordinance sections to reflect the new master
plan or the proposed Village-Barrio LCP segment. These are mostly housekeeping in nature, but
revisions to Chapter 21.35, which establishes the V-R Zone, include a number of edits to reflect
the new V-B zone and eliminate duplication currently found in the existing chapter and Village
Master Plan and Design Manual.
Proposed changes would streamline Chapter 21.35; for example, present text on Village review
projects and decision-making authority (sections 21.35.080 and 21.35.090, respectively) would be
deleted as this information is proposed in the master plan. Additionally, some terminology unique
to the Village, such as “administrative village review permit,” would be replaced by “minor site
development plan” and other terms already used in the Zoning Ordinance and other city land use
documents. Also, the findings of fact requirement (Section 21.35.120, proposed for renumbering
to 21.35.080) would add consistency with the Local Coastal Program as a finding.
Like the Chapter 21.35 changes, the city sought to update, streamline, simplify, clarify, and
standardize the contents of the Village and Barrio Master Plan, particularly compared to the
existing Village Master Plan and Design Manual. The proposed plan, for example, is noticeably
different in terms of layout and organization with section numbering and supporting graphics. It
also makes more apparent LCP and CDP requirements. To illustrate this effort, the list below
highlights several components of the proposed LCP IP found in chapters 2 (land use), 3 (signs),
and 6 (administration).
a. Chapter 2
i. Section 2.2.2 - Master Plan Districts: Each land use district and its vision are
described.
ii. Section 2.3 – Land Uses: Terminology is like that found in the Zoning Ordinance;
a simplified use table is provided; provisions for non-conforming lots, structures
and uses (Section 2.3.2) are the same as Zoning Ordinance Chapter 21.48.
iii. Table 2-1 – Permitted Uses:
1. The table emphasizes retail, lodging, and visitor-serving uses on the
ground floor street frontage of properties in the “VC,” Village Center, and
“HOSP,” Hospitality districts and all of the Coastal Zone within these
districts. Except for limited portions of the VC District outside the Coastal
Zone (as identified on Figure 2-2), residential and office uses, for
example, are permitted only on upper floors in a mixed-use format or
behind permitted ground floor street frontage uses.

2. The table conditionally permits timeshares in the same locations as the
existing Village Master Plan and Design Manual.
3. The table already lists specific prohibited uses in a manner consistent
with Coastal Commission’s June 7, 2018, approval with modifications of
City of Carlsbad LCP Amendment No. LCP-6-CAR-17-0054-2 (Prohibited
Uses).
iv. Section 2.4 – Density: In the Coastal Zone, allowed residential densities are the
same as presently permitted by the Zoning Ordinance (in the Barrio) and the
Village Master Plan and Design Manual.
v. Sections 2-6 and 2.7 – Area-wide and Supplemental District standards: Standards
that apply throughout the master plan versus those that apply to the individual
districts are segregated. Requirements include:
1. Building height: In the Coastal Zone, no increase is proposed to maximum
building heights presently permitted by the Zoning Ordinance and Village
Master Plan and Design Manual. Instead, the proposed plan features
provisions to reduce building height through limitations on roof
protrusions and building mass. For example, proposed Section 2.6.2 C.,
Roof Protrusions, restricts the height and area of roof protrusions (e.g.,
elevator housings, guard rails); these restrictions are not in the current
master plan or Zoning Ordinance. In Sections 2.7.1 to 2.7.6, limitations on
the area of fourth stories (where permitted) and offsets or variations in
wall planes and roof lines are required.
2. Parking: Section 2.6.6, Parking, calculates parking based on gross floor
area vs. net floor area as found in the existing master plan; this simplifies
and improves the understanding and application of parking
requirements.
3. Parking In-Lieu Fee Program: Table 2-4, Parking Options, maintains the
Parking In-Lieu Fee Program and its boundaries. However, the proposed
master plan eliminates the current master plan program’s parking zones
and permits projects to pay the in-lieu fee if they are within a quarter
mile radius of off-street public parking spaces that have an average
occupancy below 85 percent. In the Coastal Zone, the current master plan
establishes a 600-foot radius but does not state an occupancy threshold.
4. Commercial core preservation/visitor-serving emphasis: Sections 2.7.1 I.
(VC District) and 2.7.3 H. (HOSP District), regarding Ground Floor Street
Frontage Uses, require minimum building area and frontage for these
uses. In combination with Table 2-1 and Figure 2-2 noted earlier, these
sections implement the vision to emphasis retail commercial and visitor-
serving uses in the VC and HOSP districts and all of the Coastal Zone
within these districts.
5. Openness along the coastline: Section 2.7.3 A., Setbacks, intentionally
establishes greater setbacks for much of the HOSP District (located
entirely west of the railroad corridor) to maintain a feeling of openness
toward the coast.
vi. Chapter 3 – Signs: An intent of the proposed sign chapter is to encourage or
require thoughtfully designed, pedestrian-oriented signs to support the overall

master plan vision of great streets that attract more walkers and bicyclists.
Further, proposed standards are simplified and reinforced with updated graphics.
Provisions for pole signs are deleted. Section 3.1 requires a coastal development
permit for new freestanding signs.
vii. Chapter 6 – Administration:
1. Section 6.2 – Purpose and Authority: This proposed section states the
land use and development regulations set forth within the Master Plan
constitute the applicable zoning regulations for the Village and Barrio. In
any instance where this Master Plan conflicts with the Carlsbad Zoning
Ordinance, the Master Plan provisions will take precedence. Where the
Village and Barrio Master Plan is silent on an issue, the requirements of
the Carlsbad Municipal Code will apply.
2. Section 6.2.1 Local Coastal Program: This section identifies the portions
of the master plan, Municipal Code and Zoning Ordinance implement the
LCPA. For zoning measures in particular, master plan chapters 2 (land use,
excluding design guidelines), 3 (sign standards), 6 (administration) and
Appendix A (definitions) implement the LCPA.
3. Section 6.5 – Amendments: This section notes amendments to master
plan portions constituting the Local Coastal Program require a LCPA.
5. Effect on public access
The proposed master plan promotes improved public access and mobility within the master plan
area and to the plan’s surroundings, including areas along the coast, in a manner consistent with
the goals of the Coastal Act as found in Public Resources Code Section 30001.5. The plan would
not affect any policy regarding public access nor approve any development that might impact it.
Instead, the plan’s Chapter 1 outlines a vision and lists many goals and policies that advocate
connectivity, walkability, and improvements to all transportation modes, including crossings over
a trenched railroad and increased public parking. Chapter 2 standards as well encourage walking
through active storefronts (by restricting ground floor street fronting building spaces to primarily
retail uses) and outdoor dining and public spaces and biking through limited on-site bicycle
parking. Additionally, the greater setback requirements in much of the HOSP District west of the
railroad corridor help maintain access and views toward the coastline.
Furthermore, except for a small part of state right of way providing public green space, sidewalk,
and vehicle/bicycle lanes (west of the Carlsbad Boulevard/Pine Avenue intersection), plan
boundaries do not encompass properties between the sea and first public road.
6. Analysis of potentially significant adverse cumulative impacts on coastal resources
The proposed master plan and related Zoning Ordinance and Local Coastal Program amendments
do not have a potentially significant adverse cumulative impact on coastal resources for the fol-
lowing reasons:
a. No development is proposed.
b. Only minor changes are planned to the Local Coastal Program policy document as de-
scribed in item 3 above.
c. While changes to Local Coastal Program land use and zoning maps recognize the new
master plan, proposed master plan land use districts largely maintain existing permitted

land uses and follow existing district or (in the Barrio) existing zoning/General Plan bound-
aries.
d. The proposed plan largely refines rather than overhauls development standards in the
existing master plan and (for the Barrio) Zoning Ordinance. No height increases or density
changes are proposed in the Coastal Zone. Proposed standards limit roof protrusions and
the area of fourth stories, allow setback increases for outdoor features such as plazas,
and require public open space at key intersections.
e. The master plan area contains no agricultural land; however, community gardens are a
allowed in many districts with a minor conditional use permit.
f. The proposed merger of portions of the Mello II segment with the Village Area segment,
resulting in a new Village-Barrio segment, does not eliminate provisions of Mello II poli-
cies applicable or potentially applicable to the Barrio or parts of the Village. Instead, the
master plan retains policy compliance as follows:
i. Grading, stormwater and erosion control: Proposed Section 6.2.1 notes that Mu-
nicipal Code sections 15.12 and 15.16 constitute part of the Local Coastal Program
for the Village and Barrio.
ii. Habitat, steep slopes, and trails along Buena Vista Lagoon: Except for portions of
three parcels bordering Buena Vista Lagoon, the Village and Barrio Master Plan
area lacks natural habitat and uneven topography. Two of the three lagoon par-
cels are private and subject to standards (see Section 2.7.1 J.) requiring compli-
ance with the city’s HMP and other applicable requirements, such as slope pro-
tection and coastal access. The third parcel is the city’s Maxton Brown Park.
Note these properties are currently in the Mello II segment but would become
part of the new Village-Barrio segment. See map in Attachment 2.
iii. Shoreline development: As noted, except for a small part of state right of way
providing public green space, sidewalk, and vehicle/bicycle lanes (west of the
Carlsbad Boulevard/Pine Avenue intersection), plan boundaries do not encom-
pass properties between the sea and first public road.
iv. Additional visitor-serving uses at west end of Elm Avenue (Carlsbad Village Drive):
While unclear if this Mello II policy (Policy 6-6) applies to properties within the
plan boundaries, a focus of the proposed plan district in this area (HOSP District)
continues to be visitor-serving. The increased setback requirement in much of the
district also promotes a more open feel as well as coastline access and views.
v. Site development review (Policy 8-1): In addition to coastal development permit
requirements, most new development is subject to discretionary review. Projects
over four units or 5,000 square feet require Planning Commission or City Council
approval.
vi. Potentially historic structures (Policy 8-2): Proposed goal 1.5.1 E. states “recog-
nize and support the historical roots of the Village;” related policies advocate de-
veloping an implementation program to encourage voluntary rehabilitation and
preservation of qualified historic resources and supporting a program to identify
and protect heritage trees. Master plan Chapter 3 (signs) allows plaque signs to
identify historic sites or buildings.
vii. Infill development design review (Policy 8-3): The master plan’s proposed goals
and policies, development standards, permitted uses, and review requirements
reflect four years of community input, staff analysis and the recommendation and
approval of the Planning Commission and City Council. Part of the desired com-
munity character is retaining existing buildings. Reuse and conversion of these
buildings is encouraged through flexibility in meeting parking standards (Table 2-

4, page 2-26) and application of the city’s non-conforming standards (Zoning Or-
dinance Chapter 21.48).
viii. Cultural resources (Policy 8-4): Proposed Policy 1.5.1 E.3 requires compliance
with the Carlsbad Tribal, Cultural, and Paleontological Resources Guidelines.
ix. Signs (Policy 8-5): Master Plan Chapter 3 complies with the Policy 8-5 provisions.
g. Proposed goals, policies and standards encourage mobility and coastal access in all forms,
whether on bike, foot or by car, which contributes to maximizing public access consistent
with Public Resources Code Section 30001.5.
h. The proposed amendments do not otherwise exempt development from the
requirements of a coastal development permit or from demonstrating consistency with
the city’s certified Local Coastal Program. As noted, proposed master plan Section 6.2.1
identifies what constitutes the Local Coastal Program for the Village and Barrio. Sections
6.3, 6.4, and 6.5 further reference the requirements applicable to projects in the Coastal
Zone. Also, master plan Policy 1.5.2 C.2 requires project evaluation consistent with the
Local Coastal Program.
7. Copies of environmental review documents
Pursuant to the California Environmental Quality Act (CEQA) Guidelines, an Initial Study (IS)/Miti-
gated Negative Declaration (MND)/Mitigation Monitoring Program (MMRP) was prepared for the
Village and Barrio Master Plan and published and circulated for public review from February 12
to March 13, 2016. Revisions to the environmental review documents were made in 2018 as part
of the project presented for public hearing. These revisions did not warrant recirculation. Project
actions by the City Council on July 10, 2018, included approval of Resolution 2018-129, which
adopted the environmental review documents. Complete documentation, including comments
and responses to comments, is provided as part of the April 18 Planning Commission staff report,
and specifically as part of Planning Commission Resolution 7293. Please see Attachment 9a.
8. Summary of measures to ensure both public and agency participation
Throughout its development four-year plus development, Carlsbad has conducted robust public
outreach for the Village and Barrio Master Plan, and the community has responded engagingly.
This is documented in Appendix D of the master plan and on the master plan website,
www.carlsbadca.gov/villagebarrio. The lists below identify public hearing and meeting dates and
provide a brief chronology of public and agency participation measures specific to the January
2018 master plan draft, the version ultimately approved.
a. List of public hearing/meeting dates
i. April 18: Planning Commission public hearing
ii. May 2: Continuation of Planning Commission public hearing
iii. May 16: Continuation of Planning Commission public hearing, at which the
Commission recommended project approval
iv. July 10: City Council public hearing, at which the Council approved the project and
introduced the ordinances
v. July 24: City Council meeting, at which the Council passed, approved, and adopted
the ordinances
b. Overall public outreach. Below is a chronology of the plan’s development and public
outreach from the plan’s January 2018 release to present.

i. January: Master plan released for public review on the 19th; publicity via email
to project stakeholders (i.e., anyone who signed up on the city website to receive
notification of project activities), flyers, city website posts and news releases;
project website updated with draft document and public review information;
master plan copies provided at various city facilities, such as libraries, for review
and check-out.
ii. February: Presentations at community meetings; distribution of Spanish-lan-
guage overview of master plan at various city facilities and Barrio and Village lo-
cations.
iii. April – May: Planning Commission public hearing (staff reports posted on city’s
website, expansive mailing to property owners and occupants, city news release
and website posting, email meeting updates and remainders sent to project
stakeholders)
iv. June: Chamber of Commerce presentation
v. July: City Council public hearing (public outreach as per Planning Commission
public hearing) and adoption of ordinances.
vi. August: Master plan becomes effective on the 24th outside the Coastal Zone;
approved plan, revised with Council-approved changes, is posted on updated
project website;
vii. September: Paper copies of the approved plan, revised with Council-approved
changes, posted in city libraries and provided for sale by the 6th.
c. Notice of interested parties and mailing lists. Project noticing was extensive and
occurred in 2016 and 2018.
i. Native American consultation: Consistent with SB 18 and AB 52, consultation with
Native American tribes initiated on January 20, 2016. Consultation concluded in
March 2018. The notices, mailing lists, and related, non-confidential
correspondence are attached as part of Attachment 8a.
ii. CEQA: Environmental review documents were published and circulated for public
review on February 12, 2016. The 30-day review period ended March 13, 2016.
The Notice of Intent was filed with the County Clerk and State Clearinghouse and
a website link in the notice provided access to the documentation. See item 7
above and Attachment 9a. for further information.
iii. Local Coastal Program Amendment:
1. LCPA 14-01 was first published and circulated for public review on
February 26, 2016. The six-week review period ended April 8, 2016. The
notice and mailing list are included as part of Attachment 8b.
2. Because of changes made to the master plan as proposed in the January
2018 draft, the city republished and recirculated LCPA 14-01 on April 6.
The review period concluded on May 18, 2018. The LCPA was also re-
viewed through the duly noticed public hearings before the Planning
Commission and City Council. This second notice and mailing list are
included as part of Attachment 8c.
iv. Public hearings and mailing list. The April 18 Planning Commission and July 10
City Council public hearings were extensively noticed. The city mailed over 7,000
notices to all occupants and property owners within the area generally bounded
by Buena Vista and Agua Hedionda lagoons, Interstate 5, and the Pacific Ocean,
an area including or beyond a 600-foot radius around the master plan boundaries.

no public hearing notices for the May 2 and May 16 Planning Commission
and July 24 City Council meetings. These Planning Commission meeting
dates were part of the continued April 18 public hearing. The July 24 City
Council meeting’s purpose was to adopt ordinances introduced at the
July 10 public hearing; ordinance adoption is not subject to a public
hearing.
2. Attachment 8e references the paper and electronic spreadsheets of the
mailing list used for the public hearings. One copy of each is provided as
part of this LCPA application.
d. Comments and Responses to Comments
i. No public comments were received during the six-week public notice and review
of LCPA 14-01, either during its first (2016) or second (2018) circulations.
ii. The city received five public comments in response to the circulation of the pro-
ject environmental review documents in 2016. These comments and the city’s
responses to them, are provided as part of the Planning Commission staff report,
Attachment 9a.
iii. The city received oral and written public comments on the Village and Barrio Mas-
ter Plan following the release of the plan in January 2018 and during the Planning
Commission and City Council public hearings.
iv. All written comments submitted following the release of the master plan through
the last Planning Commission meeting of May 16, 2018 are provided as part of
the April 18 Planning Commission staff report, Attachment 9a. (Note that com-
ments dated after April 18 were submitted to Commissioners at their May 2 and
May 16 meetings.)
v. All comments received after the May 16 Planning Commission meeting through
the City Council’s July 10, 2018, meeting are provided as part of the July 10 City
Council staff report, Attachment 9c. (Note that comments distributed to Planning
Commission were also provided to the City Council.)
e. Adopted Minutes. Planning Commission and City Council meeting minutes are included
as Attachment 8f and Attachment 8g, respectively.
f. Speaker slips. Planning Commission and City Council speaker slips are included as Attach-
ment 8h and Attachment 8i, respectively.
