The Environmental Impact Assessment and Notice of Intent to Adopt a Mitigated Negative
Declaration for the subject project have been completed and are attached for your review during
the 30 day public review period. The 2.6 acre parcel is located at the northern terminus of
Highland Drive within the Mello II segment of the Carlsbad Local Coastal Program. The site
consists of steep coastal bluffs except a small buildable pad on the blufftop of the property
accessible from Highland Drive. The proposed project results in minimal impacts (.04 acre) to
disturbed coastal sage scrub/chaparral habitat resulting from necessary fire suppression zones.
The impact will be mitigated either through the purchase of .OS acre of CSS habitat in a habitat
mitigation bank acceptable to the City or through the onsite restoration of habitat in an area
possessing very disturbed CS S/chapan-a1 habitat.
