SUBJECT: HDP 02-1 O/CDP 02-42 - DUNN RESIDENCE
Thank you for applying for Land Use Permits in the City of Carlsbad. The Planning
Department has reviewed your hillside development permit and coastal development
permit, applications no. HDP 02- 10 and CDP 02-42, as to their completeness for
processing.
All of the items requested of you earlier have not been received and therefore your
application is still deemed incomplete. Listed below are the item(s) still needed in order to
deem your application as complete. This list of items must be submitted directly to your
staff planner by appointment. All list items must be submitted simultaneously and a copy
of this list must be included with your submittals, including five (5) sets of plans. No
processing of your application can occur until the application is determined to be
complete. When all required materials are submitted the City has 30 days to make a
determination of completeness. If the application is determined to be complete,
processing for a decision on the application will be initiated. In addition, please note that
you have six months from the date the application was initially filed, September 10, 2002
to either resubmit the application or submit the required information. Failure to resubmit
the application or to submit the materials necessary to determine your application
complete shall be deemed to constitute withdrawal of the application. If an application is
withdrawn or deemed withdrawn, a new application must be submitted.

LIST OF ITEMS NEEDED
TO COMPLETE THE APPLICATION

Planning:
1 . The Engineering Department previously requested an updated geotechnical report
for the project. This report is necessary to enable completion of the environmental
impact assessment for the project; therefore, the project will remain incomplete
until this report has been received.
Engineering:
Engineering items will be forwarded under separate cover.
ISSUES OF CONCERN
Planning:
1. The architectural plans must show how the project complies with the City's
Architectural Guidelines (attached). Applicable items include #4, 5, 7, and 13
(regardless of stated percentages) and one architectural guideline from #1, 2, or 3.
Please identify on the plans compliance with each of these guidelines. The rear
elevations need more detail. Item 4 of the Architectural Guidelines requires 4
separate building planes on front and rear elevations of the main residence and the
garagehecond dwelling unit.
2. The rear elevation (east) of the main residence is partially subterranean. Please
identify the grade line so that it is apparent that this will appear to be a single story
structure along the eastern property line. This elevation may be used to satisfy
Item 3 of the Architectural Guidelines.
3. Please eliminate the pillars proposed on the northern manufactured slope to support
the deck above the basement level. The deck should be cantilevered without
support pillars to enable consistency findings with the Hillside Ordinance.

4. As previously mentioned, the Fire Department will require that all structural
features and aspects that face or abut the unimproved area must incorporate 1
hour fire resistive construction into the design. Please add this note to the
architectural plans.
5. The landscape plan indicates a row of 24" box blue yucca on the manufactured
slope intended to be replanted with native hydroseed mix. No structure will extend
over the slope as depicted. Please revise plans so that any proposed ornamental
landscaping occurs on the developable pad area. The native hydroseed mix should
avoid the species identified in Appendix F of the City's Landscape Manual as
"restricted high fuel species".
