SUBJECT: CDP 0242/HDP 02-10 - DUNN RESIDENCE
Dear Jim,
The Planning and Engineering Departments have reviewed your proposal for remedial
grading which establishes the top of slope at approximately 151.5’ elevation. This proposal
is acceptable and can be used to define the northern boundary of the developable pad.
Closer examination of the project’s biology report reveals that the walls and remedial
grading may impact an area described as very disturbed coastal sage scrubkhaparral mix.
Please have the biologist verify that this proposal does not disturb any coastal sage scrub or
chaparral habitat that would require mitigation. Additionally, the Fire Department has
requested that the project provide a 60’ fire suppression zone required by the City’s
Landscape Manual. Please have the biologist verify that pruning and thinning of any habitat
within 60 feet of the proposed structures can be accomplished without impact to sensitive
habitat. If habitat is impacted, mitigation must be proposed.
A second issue is your proposal to construct a garage and small residence above the
garage. The Planning Department has determined that a main residence above the garage
could be supported, however, the proposed structure must conform to the City’s
“Neighborhood Architectural Design Guidelines” (Council Policy 44 dated December 11,
2001 ). As stated in the attached guidelines, specific architectural treatment must be applied
to front and rear elevations and exterior openings. Furthermore, if you intend to utilize the
residence at some future date as a second dwelling unit, it is advisable that the residence
be designed in accordance with the City’s second dwelling unit regulations to enable
construction of another main residence on the lot in the future. Finally, the Fire Department
has indicated that all structural features and aspects that face or abut the unimproved areas
shall be required to incorporate 1 -Hour Fire-Resistive construction into the design.
Please submit 4 sets of plans that depict your finalized proposal; i.e. all of the items
requested in Michael Holzmiller’s letter dated October 10, 2002 and David Rick’s letter
dated October 18, 2002, a grading plan with building footprint shown, a conceptual
landscape plan identifying both landscaping of the graded slope and the 60’ fire suppression
buffer utilizing non-invasive low fuel species in accordance with the City’s Landscape
Manual, a letter from the project biologist indicating the information requested above, and
architectural plans of the proposed structure illustrating compliance with the City’s
architectural guidelines. These plans will be used to perform the required environmental

analysis in accordance with CEQA. A 30-day public review period of the CEQA document
must then occur prior to scheduling the project for a public hearing before the Planning
Commission.
