HomeMy WebLinkAboutHDP 02-12; Thompson Parcel Map/New Residence; Hillside Development Permit (HDP)February 10,2003 Kristin Borer Aquaterra Engineering 1843 Campesino Place Oceanside, CA 92054 SUBJECT: HDP 02-12 -THOMPSON PARCEL MAP / NEW RESIDENCE The City has completed a review of the application for a Hillside Development Permit for the subdivision of an existing residential lot into two lots; and the construction of a single-family residence on the newly created lot, on property located at 3940 Alder Avenue in the City’s Northwest Quadrant. The proposed subdivision, and single-family residence construction, have been reviewed for consistency and compliance with the Hillside Development Ordinance (Chapter 21.95 of the Carlsbad Zoning Ordinance). It is the Planning Director’s determination that the project is consistent with the City’s Hillside Development Ordinance and therefore approves this request based on the following findings, and subject to the following conditions: 1. 2. 3. 4. Hillside conditions have been properly identified on the slope analysis, which depicts existing and proposed conditions, and slope gradient percentages. Undevelopable areas of the project site (natural slopes over 15 feet in height with a slope gradient of at least 15%) have been properly identified on the slope analysis (no such slopes exist on the site). The buildable pad of the proposed lot is similar in size and topography to other existing homes in the area; all development standards applicable to the new residence can be accommodated without a variance request. The development proposal is consistent with the intent, purpose and requirements of the Hillside Development Ordinance in that existing slope conditions have adequately identified on the slope analysis; the lot size and configuration complies with all applicable City standards; and; the @ 1635 Faraday Avenue Carlsbad, CA 92008-7314 (760) 602-4600 FAX (760) 602-8559 www.ci.carlsbad.ca.us design of the site’s grading and residence relates to the existing topography . 5. The project design substantially conforms to the intent of the concepts illustrated in the Hillside Development Guidelines Manual. Conditions: 1. Approval is granted for HDP 02-12 as shown on Exhibits “A”-“B” dated February IO, 2003, incorporated by reference and on file in the Planning Department. Development shall occur substantially as shown on the approved exhibits. Any proposed grading or improvements substantially different from this approval, as determined by the Planning Director, shall require an amendment to this Hillside Development Permit. 2. Approval of HDP 02-1 2 is subject to the approval of MS 01 -1 5 by the City Engineer, and the approval of CDP 01-43 by the Planning Commission.
