APN: 167-112-07 PROJECT DESCRIPTION: The subdivision and grading of a vacant infill lot for four single family residences. The City of Carlsbad has conducted an environmental review of the above described project pursuant to the Guidelines for Implementation of the California Environmental Quality Act and the Environmental Protection Ordinance of the City of Carlsbad. As a result of said review, a Negative Declaration (declaration that the project will not have a significant impact on the environment) is hereby issued for the subject project. Justification for this action is on file in the Planning Department. A copy of the Negative Declaration with supportive documents is on file in the Planning Department, 2075 Las Palmas Drive, Carlsbad, California 92009. Comments from the public are invited. CA 92008 (619) 434-6054 4. DATE EIA FORM PART I SUBMITTED: April 3. 1989 5. PROJECT DESCRIPTION: Grading of an infill hillside lot, 2.2 acres in size, into four residential lots. The subject site is located at the terminus of Falcon Drive. APN: 167- 112-07. No construction is proposed at this time; only subdivision and grading of land. A Hillside Development Permit has been processed and approved - HDP 89-15. ENVIRONMENTAL IMPACTS STATE CEQA GUIDELINES, Chapter 3, Article 5, section 15063 requires that the City conduct an Environmental Impact Assessment to determine if a project may have a significant effect on the environment. The Environmental Impact Assessment appears in the following pages in the form of a checklist. This checklist identifies any physical, biological and human factors that might be impacted by the proposed project and provides the City with information to use as the basis for deciding whether to prepare an Environmental Impact Report or Negative Declaration. * A Negative Declaration may be prepared if the City perceives no substantial evidence that the project or any of its aspects may cause a significant effect on the environment. On the checklist, "NO" will be checked to indicate this determination. * An EIR must be prepared if the City determines that there is substantial evidence that any aspect of the project may cause a significant effect on the environment. The project may qualify for a Negative Declaration however, if adverse impacts are mitigated so that environmental effects can be deemed insignificant. These findings are shown in the checklist under the headings "YES-sig" and "YES-insig" respectively. A discussion of potential impacts and the proposed mitigation measures appears at the end of the form under DISCUSSION OF ENVIRONMENTAL EVALUATION. Particular attention should be given to discussing mitigation for impacts which would otherwise be determined significant. X -5- DISCUSSION OF ENVIRONMENTAL EVALUATION PHYSICAL ENVIRONMENT 1. The grading of the subject site is being reviewed and approved through a grading permit - P.E. 2.89.47, so that no unstable earth conditions or geologic instability will result. 2. The site topography will not be appreciably changed. Consistent with the approval of HDP 89-15, the proposed grading will follow the natural land form, minimize disturbance to the site and provide for buildable pads. 3. The standard conditions and process of an issued grading permit will prevent the erosion of soil onto or from the site. 4. The project will not affect beach sands, lagoons, lakes or inlets due to the project's location. 5&6. The proposed land subdivision will not alter the area's air quality, temperature, odor or movements. 7. The project's location will prevent any impacts to water flows. 8. At build-out, the project will be served adequately by existing public water supplies. Surface or ground waters will not be adversely impacted by the proposed grading. / 9. The proposed grading will not affect the supply of or demand for natural resources. 10. No substantial amounts of fuel or energy are proposed with the project's grading/land division. 11. There are no known cultural or archeological resources on the site which could be impacted by the proposed grading. BIOLOGICAL ENVIRONMENT 12. The diversity of plant species or habitats will not be significantly affected since the site is an infill lot in a developed neighborhood. 13. The proposed grading and subdivision will not involve the introduction of new plant species or represent a barrier to the normal replenishment of existing plant species. 14. There is no agricultural land or use on the subject site. 15. The diversity of animal species will not be significantly affected since the site is an infill lot in a developed neighborhood. 16. The proposed grading and subdivision will not involve the introduction of new animal species or represent a barrier to the movement of animals. -6- DISCUSSION OF ENVIRONMENTAL EVALUATION ("CONTINUED): HUMAN ENVIRONMENT 17. The proposed grading for four single family residences is consistent with the present and planned land uses for the area. 18. The proposed grading and subdivision will not impact public facilities or services. At buildout, the project will be adequately served by the public facilities and services of Local Facilities Management Zone 1. 19. The proposed grading and subdivision will not result in the need for modified solid waste systems or new hazardous waste control systems. At buildout, the project will be adequately served by existing sewer systems. 20. During actual grading operations, noise levels will be increased but this is not considered to be a significant impact. 21. New sources of light or glare will not result from the project, as proposed. 22. The proposed grading and subdivision will not involve a potential risk of upset or explosion. 23. At buildout, the project's density will be consistent with the General Plan and compatible with the adjacent, existing single family neighborhood. 24. There will be no effects on housing demands other than supplying four additional single family units. 25. Since the site is currently vacant, at buildout there will be an increase in the traffic generated. This increased traffic will be adequately served, however, by the proposed public street cul-de-sac and existing, adjacent street systems. 26. There are no existing parking facilities to be impacted. New parking demands will be satisfied at buildout when the units are constructed with garages. Only grading and subdivision is proposed at this time. 27. Existing transportation systems will not be significantly impacted since the single family development will be served by existing single family street systems. 28. Waterborne, rail or air traffic will not be impacted by the proposed grading and subdivision. 29. There is no motor vehicle, bicycle or pedestrian traffic present to be affected by the proposed grading and subdivision. 30. The proposed project will not prevent the implementation of emergency plans. 31. The project will not obstruct any scenic vistas. By complying with the Hillside Development Ordinance the project will be compatible with the existing neighborhood and will not create an aesthetically offensive public view. 32.
