Highway 101 "B" Solana Beach, CA 92075 SUBJECT: HILLSIDE DEVELOPMENT PERMIT - 89-18 CAZADERO MEADOWS APN: 215-400-02 The City has completed a review of the application for a Hillside Development Permit to allow grading for the construction of a single family dwelling unit on Lot 743 of La Costa Meadows Unit No. 4 in the City of Carlsbad. It is the Planning Director's determination that the project is consistent with the City's Hillside Development Ordinance Chapter 21.95 of the Carlsbad Municipal Code and, therefore, APPROVES this request based on the following findings and conditions: Findings: 1. Hillside conditions have been properly identified on the constraints map which shows existing and proposed conditions and slope percentages. 2. Undevelopable areas of the project, i.e., slopes over 40%, have been properly identified on the constraints map. 3. All development is designed to minimize grading and the placement of the house will reduce impacts on slopes over 25%. 4. No development will occur in the undevelopable portions of the site. 5. The project design substantially conforms to the intent of the concepts illustrated in the Hillside Guidelines Manual as follows: a) Grading volumes per acre are within acceptable limits. b) The slopes are contoured and where walls are necessary , crib walls that can be planted are used predominately and do not exceed a height of six feet. c) The site is not highly visible as it is below the street elevation and is within an infill area. d) Walls were necessary in the northern area of the site due to an existing sewer easement which further constraints the site. Crib walls not to exceed a height of six feet will be utilized. e) Landscaping at the downslope area of the site has been required to further screen crib walls from view. f) The proposed building mass is not of concern due to the close proximity of the site to a duplex neighborhood. Conditions: 1. Approval is granted for HDP 89-18, as shown on Exhibits "A"-"H", dated December 19, 1989, incorporated by reference and on file in the Planning Department. Development shall occur substantially as shown unless otherwise noted in these conditions. Any proposed grading and/or development substantially different from this approval as determined by the Planning Director, shall require an amendment to this Hillside Development Permit. 2. The applicant shall prepare a detailed landscape and irrigation plan which shall be submitted to and approved by the Planning Director prior to the issuance of grading or building permits, whichever occurs first. The landscape plan shall include: a) Slope planting in accordance with the City of Carlsbad Landscape Guidelines Manual. b) Planting of all crib walls. c) Screening of the crib wall from down slope properties by low branching trees or shrubs such as the following: Ken Long December 19, 1989 Page 3 Screening Trees Common Name Carob Tree (bush form) Strawberry Tree (bush form) No common name Pink Melaleuca Shiny Xylosma Screening Shrubs Botanical Name Ceratonia Siliqua Arbutus Unedo Podocarpus Henkelii Melaleuca Nesophylla Xylosma Congestum All trees and shrubs should be planted outside of the existing sewer easement. 3. Buildings plans should be revised prior to submittal for building plan check to include the following: a) Delete the proposed second floor kitchen and proposed second floor kitchen plumbing. b) Revise building plans to include a site plan which shows the structure oriented in the same direction shown on the grading plan (HDP 89-18, Exhibit "A"). iL J.
