PROJECT DESCRIPTION: 20 cubic yards of grading and 280 cubic yards of fill for
a rear yard swimming pool at a single family residence.
The City of Carlsbad has conducted an environmental review of the above described
project pursuant to the Guidelines for Implementation of the California
Environmental Quality Act and the Environmental Protection Ordinance of the City
of Carlsbad. As a result of said review, a Negative Declaration (declaration
that the project will not have a significant impact on the environment) is hereby
issued for the subject project. Justification for this action is on file in the
Planning Department.
A copy of the Negative Declaration with supportive documents is on file in the
Planning Department, 2075 Las Palmas Drive, Carlsbad, California 92009. Comments
from the public are invited. Please submit comments in writing to the Planning
Department within ten (10) days of date of issuance.

III. DISCUSSION OF ENVIRONMENTAL EVALUATION
The proposed project consists of approximately 20 cubic yards of grading
in addition to the importation of approximately 280 cubic yards of fill
for the development of a swimming pool in the rear yard of an existing
single family residence. The project site and surrounding neighborhood
was previously disturbed when the area was graded to accommodate streets
and the existing dwelling units. The site contains non-native
vegetation and manufactured slopes that were created when the building
pad was originally graded.

DISCUSSION OF ENVIRONMENTAL EVALUATION (Continued)
Due to the fact that the area has already been altered and the amount
of grading to accommodate the pool is minimal, the project will not
have any significant environmental impact.
The site is located in Local Facilities Management Plan Zone 6 and the
approved Zone Plan 6 has guaranteed the adequacy of public facilities
for proposed development within the zone.

IV. DETERMINATION (To Be Completed By The Planning Department)
On the basis of this initial evaluation:
_I find the proposed project COULD NOT have a significant effect on
the environment, and a NEGATIVE DECLARATION will be prepared.
_I find that although the proposed project could have a significant
effect on the environment, there will not be a significant effect in
this case because the mitigation measures described on an attached
sheet have been added to the project. A Conditional Negative
Declaration will be proposed.
_I find the proposed project MAY have a significant effect on the
environment, and an ENVIRONMENTAL IMPACT REPORT is required.
