You may also include any background information and supporting statements regarding the reasons for, or appropriateness of, the application. Use an addendum sheet if necessary. Description/Explanation: The applications for Emerald Ridge West include a Hillside Development Permit Amendment (HOP 95-06-A) and a Site Development Plan Amendment (SOP 95-06-A). This 61 unit (plus 1 open space lot) standard R-I 7,500 square foot minimum lot subdivision has recently been approved by the City of Carlsbad. Nine of the proposed lots will contain homes with second dwelling units. This application requests the substitution of Lot 52 for Lot 49 for a second dwelling unit. Lots 2, 7, 13, 19,24, 31, 36, and 42 will have second dwelling units as originally approved. Access to the property will be from Palomar Airport Road via Hidden Valley Road and the westerly extension of Calle Serena. Condition No. 21 of Planning Commission Resolution No. 3880 (CT 95-03) requires approval of a Site Development Plan by the Planning Commrssion, prior to the issuance of building permits. Resolution No. 3882 (HOP 95-06) requires amendment to the Hillside Development Permit to insure that the proposed architecture is consistent with the Hillside Ordinance. The subdivision design has been approved as meeting the design standard of the Hillside Ordinance and Zone 20 Specific Plan. The placement of the proposed units has observed varying setbacks to create visual and site interest. The units incorporate structure modulation and interest. Exterior colors and textures area sensitive to the surrounding landscape. With the variety of setbacks, garage entrance locations and architecture along with the curvilinear street system, the visual appearance will be interesting and blend with the surround natural features. Units range in size from 2376 square feet for Plan No.1 (single story) Plan No.2 (2713 square feet - 2 story), Plan No.3 (3133 square feet - 2 story) and Plan No.4 (3408 square feet -2 story with Second Dwelling Unit). The granny Flat is 450± square feet and has a separate entrance from its own single car garage plus an exterior entrance. Interior access to the second floor main unit is also available if necessary. 27 percent (6 of22) of the homes along the outer edge of the property will be single story. The Specific Plan for Zone 20 requires at least ro percent of the homes visible from Palomar Airport Road be single story. In addition, the homes will be set back a minimum of 60 feet from the edge of the natural brush as required for fire protection. The developer will be building a 4-foot high masonry wall, with 18 inches of wrought iron, along the back of Lots 22 and 23 and will match a similar wall on the adjacent Mar Vista project to provide a uniform appearance from Palomar Airport Road. The remaining perimeter fence will be 5-foot wrought iron to preserve views, provide separation from the trail segment and be compatible with fire setbacks.
