Dear Ms. Hysong:
Thank you for the Planning Department letter dated September 5, 1996 from Michael Holzmiller.
I would like to give you a status report for items 1 & 2 in Mr. Holzmiller’s letter. I am concerned
about the 30 day deadline noted in the letter because this is an impossible objective to be met as
noted below.
1. Archaeological Report: I have contracted with Gallegos & Associates (Dennis
Gallegos) to analyze the historical data, physically inspect the property and write a report that will
meet City of Carlsbad requirements. Unfortunately, this is a very costlv endeavor that also takes
several weeks to complete. It takes almost two weeks simply to get the historical data from San
Diego. Mr. Gallegos estimates he will have his analysis completed by October 11, 1996. This
schedule will not meet your October 5, 1996 deadline. As you know, both Randy Brown (my
project engineer) and myself have had many conversations and meetings regarding this
development since May 1996 and not until the 2nd week of September did the question about
“archaeological concerns” surface. I request you allow some extra time for us to meet your needs
on this requirement.
2. Biological Analysis: Pacific Southwest Biological Services reviewed and analyzed the
entire property including the areas where landscape berms are present prior to issuing their May 8,
1996 report (please refer to photo #1 on page A-3-1 of the report) They are presently drafting a
letter and they will send it this week directly to you that confirms this point. You should have this
letter prior to your October 5, 1996 “30 day” deadline. If you do not receive the letter by Friday
October 4. 1996. please immediately page me at Tel: 632-3450.
Mitigation of .39 acres of disturbed coastal sage: Please provide to me the application
and procedures I need to follow to comply with offsite mitigation.
