The Planning Department has reviewed your request for a Hillside Development Permit, application no. HDP 96-14, as to its completeness for processing. The application is complete, as submitted. Although the initial processing of your application may have already begun, the technical acceptance date is acknowledged by the date of this communication. The City may, in the course of processing the application, request that you clarify, amplify, correct, or otherwise, supplement the basic information required for the application. In addition, you should also be aware that various design issues may exist. These issues must be addressed before this application can be scheduled for a hearing. The biology report should provide an exhibit indicating the location of discussed species. An exhibit clearly defining the open space areas, the mitigation areas, and the acreage amounts should also be included. The landscape plan appears to introduce ornamental landscaping into the mitigation area located on the south side of Fermi Court. The mitigation area should be moved further south and should include only plant species outlined in the biology report. The landscape plans indicate the removal of 88 trees around the corner of Lot 78. These trees will be required to remain as they are currently planted. Any tree proposed for removal would require replacement. The information submitted in the memo from Todd Borjesson, dated September 9, 1996 indicates that a fence will be installed at the west end of the driving range. The height of the proposed fence, materials, and specific location should be provided. The attached exhibit is vague with regard to golf balls being driven towards Salk Avenue. It appears that the exhibit addresses only the west half of the range. An analysis assessing this situation should be provided and should include mitigation measures if necessary. Although this review does not include Planning review for building permit issuance, staff did review your architectural elevations. As I previously mentioned to Denny Smith, both College Boulevard and El Camino Real are designated scenic corridors. As such, building elevations along these roadways are extremely important from a visual perspective. Although the proposed building is constrained by its visibility on four sides, it is for this reason that attention to architectural detailing is so important. Although it is difficult to visualize a structure from working drawings, it appears that the south, east, and west elevations have adequate building modulation. The north elevation of the building lacks architectural detail. This elevation is basically a series of repetitive windows and tilt-up concrete panels with seam lines. Architectural interest should be provided in some manner. Although this information is not required or provided, staff recommends utilizing a soft color palette on the building rather than white. Staff continues. to recommend that the loading area at the northwest end be recessed or screened by landscaping because trucks parked at this location will be visible from College Boulevard. The north elevation of the building is another reason why the trees at the northwest corner of Lot 78 are all the more important due to their screening capabilities for this portion of the structure.
